Secondly, the Act requires that the Draft be passed by 50 per cent plus one. That in itself is the law. But for the Draft Constitution to have legitimacy and acceptance across the board in Kenya, it is necessary that the margin be higher than that. So, what steps is the Government taking to ensure that as many Kenyans as possible that have registered as voters vote for the draft so that the margin is much higher than 50 plus one?

Madam Temporary Deputy Speaker, it is a pity that civil servants, particularly junior civil servants have to suffer in the hands of the Government for failure to have representation. They are a very worried lot. What proactive step is the Minister taking to reassure civil servants that the worries they have will be adequately addressed by the Draft Constitution if passed?

On a point of order, Mr. Speaker, Sir. The Question is why the suspects were released without charge and I heard the Assistant Minister say that they were all released on cash bail. I thought it is not in order for the Assistant Minister to say they were released on cash bail without indicating whether they were charged or not. I think there is a mix up. Could the Assistant Minister kindly clarify that?

Mr. Speaker, Sir, this issue of non-payment of retirement benefits in time is not confined to Nyando County Council. It also affects Kisumu Municipal Council severely thus causing a lot of problems to retirees. How are the retirement funds for local authorities in Kenya managed? How are the local authorities pension managed? We need it to be done in a way that cannot cause problem to retirees. In those circumstances, could the Assistant Minister clarify the matter?

Is it in order for the Assistant Minister to make an attempt to explain the difference between a private limited liability company and a corporation without making himself clear when as a fact, Kenyans know that the KPLC is a parastatal whose vehicles move around with blue number plates?
