Mr. Speaker, Sir, I find the answer to the second part of this Question very unsatisfactory. If the company is experiencing difficulties because of suppliers' debts and failure to remit obligations such as VAT, SDL and PAYE, what is intriguing is: Why is the company able to pay suppliers and not farmers? Is it because farmers cannot give kitu kidogo ?

Mr. Speaker Sir, most of the farmers in the Chemelil Zone come from areas in Nyanza. Failure of the company to pay farmers is affecting livelihoods all over the province. In the circumstances, how can the Ministry assure the House that the funds which will be released by the Sugar Board will be used for the intended purpose?

Mr. Speaker, Sir, I hope that the issue of putting this information in public notices at the chiefs' offices will apply to all constituencies and not just Molo. It seems the Ministry is applying different standards when dealing with IDPs. What is the Ministry's policy in treating IDPs who did not register when they left their places of residence and those who were registered?

Mr. Deputy Speaker, Sir, I stand to oppose this Motion. I appreciate the amount of work this Committee has put in. I know that the Committee itself is comprised of very able hon. Members of this House. I appreciate that the names proposed by the Committee are names of Kenyans who deserve to serve. However, I wish to oppose the inclusion of the names of Mr. Miller as Chairman and Mr. Buko as a member.
