with each other once in a while. When the leadership of the two Houses meet, like we did in Mombasa about a week or so ago, they must have a chance to meet on their own, so that Members are then guided on what they should say on the Floor and to the media. If a Member of the Senate sets out to belittle the Members of this House, he belittles himself or herself as well. The same applies to us. So, we should not say that if I stand here to belittle the Senate, then I am going to ...

17 Mar 2015 in National Assembly:
Hon. Speaker, I urge you, with all humility, that as you consider this matter, which is very grave, consult with your colleague in the Senate and come up with measures that will help us to restrain ourselves from uttering muck issues on the Floor of this House or in the Senate, which may help in making these distractions even worse. If we are to reconcile, then we must have skills in reconciliation. I have been toying with an idea since the Eleventh Parliament started, that if we were to consider rules about the qualifications of Members of either House, one ...

26 Nov 2014 in National Assembly:
Thank you, hon. Speaker. I appreciate your instructions on the issue raised by hon. Ochanda. I think some of us may imagine that the issues raised by hon. Ochanda are theoretical. If you look at the way political parties in this country are behaving lately, you are going to be confronted very soon with very serious issues on interpretation of Article 103(1)(e). Recently, I am aware that the House was asked to deal with the issue of absence for eight consecutive sittings. However, the House has not been asked to look at the interpretation where a Member is deemed to ...

26 Nov 2014 in National Assembly:
Hon. Speaker, the issue raised by hon. Ochanda is a very serious one. It is a national issue. I am disappointed because the Leader of Minority Party and the Leader of Majority Party are raising political party issues. I am being bundled as if I am the one who is in danger. I want to say that I am not in danger because I am in FORD (K).

11 Nov 2014 in National Assembly:
Hon. Deputy Speaker, firstly, I thank you for the clarification that you made on the issue of the Mining Bill. Your language was very temperate but through that Communication, you were very clear that the belligerence demonstrated by the Senate is based on nothing but false pretences. It is clear now that the Senate is opening war fronts on all sides. They are at war with the Council of Governors; they are opening a war with the National Assembly; they are opening another war with the Judiciary and even with the Presidency. Who are they going to leave out? Secondly, ...

29 Oct 2014 in National Assembly:
Hon. Temporary Deputy Speaker, thank you for this chance to join my colleagues in supporting this Motion. I have been looking around the Chamber and I noticed that only two or three other hon. Members may be old enough to remember the good days of the EA currency board. In the early 1960s when I was a young man, my mother would take me on MV Victoria, then the largest motor vessel on Lake Victoria to visit her relatives in Musoma and Mwanza in Tanzania. We would use the same money in Kisumu, the same currency in Mwanza and the ...

29 Oct 2014 in National Assembly:
Up to now as we speak, the East Africa Law Society is yet to convince the governments of East Africa that there is need to have one common law market. But our committees of this House supplement each other. We belong to different committees but each committee at the end of the day supplements each other. The Report of the Committee on Regional Integration talks about this Protocol and that is where we should be going. Recently I was privileged to be a Member of the Public Investments Committee (PIC) of this Parliament that sat with other East African Committee ...

29 Oct 2014 in National Assembly:
our parliaments in EA could be used as a catalyst in getting into this Monetary Union. Again, at that time, there was reluctance from Tanzania Parliament. I am however glad that now Tanzania has adopted this Protocol. However, even then, in Kigali, it was not easy for us because the delegation from Dar es Salaam listened to us for three days. When we were now drawing conclusions on the third day, they said they would not go along with us until they had travelled back to Dar es Salaam to talk to the Minister and the Cabinet. Again, that to ...
