  • 14 Oct 2014 in National Assembly: In my view, the whole of that letter is based on a wrong interpretation of the law. The fundamental word that flows through all the sections in the letter is “solicit”. Hon. Members do not solicit. Other people solicit from us. That is a fact. It should be understood that the EACC is supposed to be concerned with economic crimes and anti- corruption matters. Helping a church is neither corruption nor an economic crime. To that extent, therefore, may we make it clear to the author of that letter, and all those who think like him, that we are disobeying ... view
  • 21 Aug 2014 in National Assembly: Thank you, hon. Speaker. Visiting the National Assembly by anybody or any institution is a very important and gratifying affair. I am sure the young men and women who are here are very happy about it. Now, that Parliament is having the Public outreach, could it be in order for you to propose to the Chair that the Public Relations (PR) Department of the National Assembly be instructed that, when institutions are being introduced, the Members representing those who have come stand up to be seen by Members in the House? view
  • 20 Aug 2014 in National Assembly: On a point of order, hon. Speaker. The issue that is being raised by hon. Ombaka is very valid and serious, but I want to seek your direction. I have the privilege of serving in the Departmental Committee on Justice and Legal Affairs. Is it in order for a member of the Committee to seek a Statement from their Committee? view
  • 20 Aug 2014 in National Assembly: Hon. Speaker, I do not want to be the advocate for Hon. Ombaka over the issues she has raised; what I want to raise is different. I think the absence of chairs of committees and their deputies from the House is becoming too regular and it is a cause of concern. This is a very serious matter and I think you need to give us direction on it, and what should be done if both of them are absent and you have not been informed. These are very important positions and they should be taken seriously. view
  • 13 Aug 2014 in National Assembly: Thank you, hon. Deputy Speaker. This is directed to the Chairperson of the Departmental Committee on Lands, and concerns the status of title The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 13 Aug 2014 in National Assembly: deeds and parcels of land originally allocated to, or reserved for, the National Police Service in the country especially Maseno Police lines. view
  • 13 Aug 2014 in National Assembly: Hon. Deputy Speaker, if you saw the original Statement request, I zeroed in on the Maseno Police Lines parcel of land. I would be happy to go on record that the answer can confine itself to Maseno Police Lines. view
  • 6 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, it is true that I attended most of the meetings of the Committee when we were discussing this issue. I was particularly concerned about the section between Kisumu Airport and Kisian, which is in a very poor state. I was assured that funds would be allocated for emergency repairs on this section as the major works are going on. To that extent, I am satisfied. view
  • 6 Aug 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. My point of order is on the erection of bumps; the Chairman has told the House that it is the policy of the Ministry not to put bumps on highways. Is it in order for him to mislead the House and the country when he knows very well that what the Ministry ought to do is to educate drivers, so that when we have highways people know how to cross and how to drive on them instead of saying that they do not put bumps on highways? view
  • 16 Jul 2014 in National Assembly: Hon. Speaker, I stand to ask for your direction. On 17th June, 2014, I sought a Statement from the Leader of the Majority on the place of the adult education sector in the country. He promised to deliver it within a month. One month falls today but I do not see him or his Deputy in the House. view
