I hate to have to interrupt the Leader of the Majority Party, but we have had occasion to caution him this afternoon that whatever he says, he should say it to the House. He keeps on repeating himself as if he is addressing an audience outside the House. Is that proper?

Speaker, Sir, we have had occasion this afternoon to caution the Leader of the Majority that these are very serious issues and in addressing them, he should address the House and not an audience outside the House. He keeps on repeating himself. A few minutes ago, he was addressing the people of Kajiado Central. Is he proper?

On a point of order, hon. Deputy Speaker. Once the issue of quorum is raised and the Quorum Bell is rung, my understanding of the Standing Orders is that no further proceedings are taken until the Chair is satisfied that the quorum has been attained.

They seem to be calculated in a way that makes us think that it is possible that the police are not acting on their core duty, which is detection and prevention of crime. Cheboi and his committee for presenting this Motion, I think it is important for the House not just to say in general terms that our Standing Orders are grounded in the Constitution; it is for the House understand specifically that Article 124 of the Constitution gives this mandate to this House, so that the business of the House is conducted according to the Standing Orders.

Speaker, Sir, this is a right given by the Constitution, and I would urge all of us in this House to guard it with jealousy and ensure that nobody else outside this House takes away any part of this right.
