  • 18 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Last week, the House spent about 20 minutes debating whether the Assistant Minister was familiar with malice aforethought, murder, manslaughter and how different they are because on one hand he was saying that the forest warder was acting in self defence but on the other side he is charged with manslaughter. All these come together and this is the same answer he is repeating. Is it in order for the Assistant Minister to continue misleading the House? view
  • 18 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Following up on Ms. Karua’s point of order, the Assistant Minister appears to me to be seeking the defence of view
  • 18 Sep 2012 in National Assembly: and he is nodding his head. If that is true, then he must tell the House which Standing Order he is relying on and how it applies to the proceedings he is referring to otherwise if he is not able, the onus of proving it--- view
  • 18 Sep 2012 in National Assembly: Mr. Kabogo is at it again! view
  • 18 Sep 2012 in National Assembly: The point I am addressing to the House is this: If the Assistant Minister wants to raise the issue of sub judice in his defence of refusing to answer to the House, then the onus is on him to prove to the House that the Standing Orders are in his favour. He has not even attempted to do so. Is he in order? view
  • 13 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, this petition is timely. I would wish to congratulate my learned sister, Ms. Martha Karua, for bringing it. The plight of the teachers is something that the Government should not put aside. If you go through the petition, you will notice that the thrust of it is that Legal Notice No.534 of 1997 is valid. It was never revoked. There was an attempt to revoke this legal notice by another legal notice by the Government; however, what was not understood at the time was that Legal Notice No.534 of 1997 was a negotiated instrument. The one ... view
  • 13 Sep 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I believe that it would be fair that this matter be dealt with by three committees, the Implementation Committee, Committee on Delegated Legislation and Committee on Education, Research and Technology jointly. view
  • 12 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the issue that has been raised by hon. Mbadi is as amusing as it is serious. In law, that interpretation is 100 per cent correct. But what does it mean for the House? Let me confess that this is a matter that I raised with the Speaker about two weeks ago and I asked him to address his mind to it very carefully because it was going to come to a head. As it is now, it has come to a head. Mr. Temporary Deputy Speaker, Sir, what hon. Mbadi is asking you to do ... view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Questions by Private Notice. (a) Under what circumstances were Administration Police constables recruited and enrolled at Administration Police Training College (APTC) without basic academic qualifications certificates and without being given service numbers that resulted in 600 of them being given 3 days off on 28th May 2012 to present the documents to enable them proceed with training? (b) How many of these officers have so far returned to the college with genuine documents and could the Minister provide a list ... view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, the last time the Minister attempted to reply to this Question, the House insisted, and the Speaker agreed, that he should table this list of the recruits who were sent home for the purposes of interrogating him to establish whether there was an attempt to set up a private army or not. He has just laid the list on the table. I need to look at the list, so that I can interrogate it properly. I, therefore, request the Chair that this Question be deferred to next week to enable me look at the list very ... view
