  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, the written answer is with me but the list was not attached. It has just been tabled a few minutes ago. view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, may I kindly ask for your indulgence to have it on Tuesday or Wednesday next week? view
  • 11 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister will get away with a very serious issue that we have addressed his mind to. I have noticed that he does not appear to appreciate your concern. I will give the Assistant Minister benefit of doubt. He may not know the difference between malice aforethought, manslaughter and murder but he cannot tell this House that this forest ranger was acting in self-defense and at the same time, he is charged with manslaughter. This is a contradiction in terms. Is he in order? view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, the problem that is experienced in Machakos Town is not just for that town alone; it has also been the problem in Kisumu as well, particularly at a place called Kibuye Market. The provision of fire engines will not solve the problem if there is no access by the fire engines to where the fires are. The problem we have experienced in Kisumu is that accesses to places where the engines ought to go are blocked either by encroachment or total blockage. Mr. Speaker, Sir, what is the Ministry doing to ensure that in highly populated areas, ... view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, you heard the Assistant Minister actually appreciate the role that BMU members play in conservation of resources in the lake and in the ocean. In Kisumu, Paga, Usoma, Ngenge and so on, they actually spend their nights with fish patrol officers or scouts. They spend nights out in the lake. Surely, under these circumstances can he not seriously consider making provision for paying them allowances? view
  • 5 Sep 2012 in National Assembly: Mr. Speaker, Sir, I rise to ask for a Statement from the Minister for Education on the status of the ongoing national strike by teachers, mounted by the Kenya National Union of Teachers (KNUT) and the Kenya Post-Primary Education Teachers (KUPPET) union. The Statement should address the following pertinent issues:- (a) the chronology of the Collective Bargaining Agreement (CBA) and the legal notice on which the strike is based, and the legality of the strike; (b) action being taken at reconciliation or negotiations; (c) the legality of the Minister’s directive to the County Directors of Education to identify teachers who ... view
  • 5 Sep 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. On 7th August this year, I sought for a Ministerial Statement from the Minister for Environment and Mineral Resources about the state of hyacinth in Winam Gulf, and what they are doing to remove it. He was supposed to issue the Ministerial Statement last week but he did not come to the House on that day. I kindly ask for your indulgence so that we can have the Statement sometime early next week if it is suitable to the Speaker. view
  • 5 Sep 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. With your indulgence, Thursday next week will not be suitable. Could we have it done on Tuesday afternoon or Wednesday afternoon next week? view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, the issue we are debating is quite grave. I know that hon. Simam would wish to refer to all that she can refer to, but is it in order for her to read out a prepared speech, and not just refer to talking notes? view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, this matter is, indeed, very grave. I did not see the Minister for Education this afternoon. He was not present but I requested for a Ministerial Statement, in which I wanted four specific items addressed. For his benefit, I will repeat them. I wanted the Minister to address the following:- (a) The chronology of the Collective Bargaining Agreement (CBA) and the Legal Notice on which the strike is based, and the legality of the strike; (b) The action the Ministry is taking to reconcile or negotiate with the teachers; (c) The legality of the Minister’s directive ... view
