Sheikh Dor about Kisumu and Mombasa being of equal status with Nairobi is a matter that is public knowledge. It is contained in the City and Urban Areas Act making these two towns cities. That being the case, is the Assistant Minister in order to allege that he is not aware if the house allowances for Kisumu and Mombasa are now in the same grade as Nairobi? view

He started by saying that he is not aware of incidents of cattle rustling, but he has mentioned eight incidents of cattle theft. When does stock theft become cattle rustling? It is because of this type of thing that the Ministry set up a new system of implementing contracts by creating the Constituency Roads Committees (CRCs). Is the Assistant Minister aware that in some constituencies, technical officers and engineers who are supposed to be guiding these committees work as if these committees do not exist and, therefore, frustrate contracts? view
  • 18 Apr 2012 in National Assembly: Mr. Speaker, Sir, it is not just on the Eldoret-Kapsabet Road at Mutwot that the problem of black spots exists. It is all over the country. There is the Mamboleo Junction in Kisumu which has a serious problem. The paradox that we have in this and which I want the Assistant Minister to address is that when you put up good roads, you want to expedite transport, communication and commercial activities by making vehicles move faster and safely on those roads.   • 17 Apr 2012 in National Assembly: Mr. Speaker, Sir, I am amazed that at this time and age, the Office of Deputy Prime Minister and Ministry of Local Government is encouraging councils to use land fields as a solid waste management system when that system is known all over the world to be obsolete and out of place. You do not need 50 acres for a land field. You need a one acre piece of land to recycle the waste and make it an industry, so that you can do this in the modern way.
