Hon. Mbadi, that makes him happy. They are attempting to override what the hon. Minister for Justice, National Cohesion and Constitutional Affairs, who is a lawyer of renown repute in this country has said. Just to put the record straight and to get this ignorance out of the way, before a Bill is assented to by the President, it is not a law. That needs to be understood.

As we do so, we must remember for a moment why we are doing this before this House. What lessons do we learn from the life of our colleague who is departed? Abdikadir first, hon. Orengo and hon. Karua--- Parliament has got a process to undergo in this process. What Parliament is doing is simply consultative and within the law. On a point of order, Mr. Speaker, Sir. The Ministry of Finance and the Director of Pensions are known to dishonor court orders. This is not the first time. There are two cases which have come before this House; Msebi Oyuka and another one, who had to go through court to get their pensions. Surely, do we have to let these people who have served this country go to court to get their dues? Is it in order in these circumstances for the Minister to disregard the court order like hon. I apologise, Mr. Speaker, Sir. Is it in order for hon. Ojode to say that the Government is serious about this issue when even among those who have been arrested - including the politicians who have been arrested - all of them have been charged with very minor offences and nobody has been charged with murder when six Kenyans lost their lives?
