  • 30 Oct 2019 in National Assembly: Hon. Temporary Deputy Speaker, I just want to conclude by suggesting how to organise the farmers. First of all, we should divide the countryside into farmer clusters and catchments. The catchments would form what are called producer business groups. The producer business groups would have similar product orientation and could cluster to form agribusiness clusters. These agribusiness clusters are the ones that The electronic version of the Official Hansard Report is for information purposes only. • 30 Oct 2019 in National Assembly: would own what we are calling warehouses by use of the warehouse receipting law that we passed in this House recently. The warehouses would give farmers a steady income in terms of the value for their products and in terms of keeping their products, as it were. The warehouses would also be the sources of raw materials for the industries, if and when such industries are established. That way, we would have an agricultural transformation agenda that is realistic, and that is targeted at sustainability. With those remarks, and in the hope that I have communicated to my colleagues, I ... view
  • 16 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this very important Motion. I would like to start by thanking Hon. John Munene Wambugu for bringing this Motion. As a country, we are in a stage where we are losing a large proportion of our youth who do not transit to the tertiary education levels. The reason is that they fail at Form Four. When they fail at Form Four, they are not able to proceed either to middle level colleges or to the universities. It is important to note that the Government has made some laudable ... view
  • 16 Oct 2019 in National Assembly: force outside the boundaries of Kenya, we must create that level of technical training at advanced level. It should be specific to the needs and policies of a given country. On the other hand, we have also not been able to absorb our youth after technical training because of the expansion of the economy. Our economy is not growing at the speed it should be growing. If you look at Vision 2030, at this point in time our economy should be growing at 10 per cent per annum, but we are doing around 5.2 per cent per annum. The question ... view

  • 9 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to speak to this Bill. I would like to thank Hon. Bashir Abdullaih for bringing this Bill to the House. It is a very important Bill, and I will say why. We are a country that is reliant on agricultural resources and in terms of contribution to the GDP. Direct contribution of the sector is 34 per cent and indirect contribution is about 27 per cent. The livestock sector is one of the most important sub-sectors of agriculture. I would like to pick the definition of “livestock” to give ... view
  • 9 Oct 2019 in National Assembly: more productive way. In order to do that, we need to mobilise resources. Resources will not only be mobilised from this House. They are not the resources voted in this House. There are lots of resources out there, with donors. Resources can even come from private philanthropies who would be guided to support this industry in a better way. So, the board is important in the sense that it will be organising or coordinating the function of mobilising resources to invest in particular industry. Value addition is core to the growth and development of any country. If we have to ... view
