Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to this Bill by Hon. Martha Wangari. The relationship between a child and parents is built at a very tender age. The age below a year is when a child requires to know who the parents are and to feel the parents’ presence. If parents are given the opportunity to stay home with their child around this time, they will definitely build a relationship between the child and themselves. They will first of all understand the child and the child will also understand and know them. It is a ...

Thank you, Hon. Temporary Deputy Speaker, for the opportunity to contribute to the Statistics (Amendment) Bill (National Assembly Bill No. 37 of 2019. The process of counting people or demographic precision is very important for this country for purposes of planning. It is important for us to realise that we need to have a very comprehensive process where questionnaires can capture a lot of data that can be used for long- term planning. I believe that is why it is done every 10 years. This is a very costly exercise. The electronic version of the Official Hansard Report is for ...

Census is the most costly type of research one can do. It collects information that can be very useful for a very long time. I believe 10 years is worth the investment. It is important for us to have precise information for planning because they say if you fail to plan, you plan to fail. If you plan using the wrong data, then you have a problem. Murphy’s Law states that nothing is as easy as it looks and everything seems to take longer than it should. If anything can go wrong, it will at the worst possible moment. If ...

Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Bill. I stand to support it but with reservations. Any organisation that brings sanity to a system is welcome. This Bill comes to look at directors as they are and is trying to bring sense to their profession.

I want to exceptionally look at Clause 6 of this Bill which talks about regulation, conduct and screening of these directors. First of all, we should ask ourselves whether directors can fit as a homogeneous group. There are directors of various types and backgrounds and they are very different. Secondly, the universality of the law needs be observed because the application of the law will not be selective. We are looking at both government and non-governmental companies or parastatals and private companies which need to be regulated by this particular institute. If the institute came in as a capacity building ...

However, the problem we foresee here is that first of all Kenya as a country does not have sufficient capacity to employ many people. Therefore, people are encouraged to start businesses. There are no standard procedures for choosing which business a person should start. So, companies evolve without any set conditions and involuntarily. That being the case, then when looking at the conduct and vetting of directors, first of all people should be encouraged to form companies. Then, we should not have limitations of education level or profession. Having such a group being put under some regulations is something that ...
