  • 31 Jul 2019 in National Assembly: Provisions within this Bill might be in breach of Article 40(3) of the Constitution which restricts the State from forcing people out of business. In this case, we need to look at how a company director gets regulated irrespective of his background. How can we exercise caution to ensure that company directors are given the opportunity to operate their business and do their work without being influenced by a law brought to this House? That is why I support this Bill but with reservations. There is nothing wrong with regulations and setting standard operating procedures to ensure that directors of ... view
  • 31 Jul 2019 in National Assembly: Bringing sanity also has the issue of creating harmony of the directors and obeying regulations as they are in the Companies Act and in the Code of Conduct of Directors. This institute may also have a function which will enable companies to grow and perform better by providing disciplinary action against directors who leak or mismanage information. Most companies collapse, especially those which are not individually owned but owned by many people because some directors do not obey the secret service act and decide to release company information. So, such a provision needs to come in so that companies can ... view
  • 31 Jul 2019 in National Assembly: When it comes to Government companies or parastatals vis-a-vis the private companies, we have a system of appointment of directors. When a person decides to start a company, we do not look at their background, their capacity to work or professional qualifications. So, this institute will have a lot of work in sorting out people and giving them the relevant training. When it comes to Government parastatals, there is a mechanism used to appoint directors and there is provision for their capacity building within the functions of that particular parastatal. • 31 Jul 2019 in National Assembly: there is always financial provision or resources to support their capacity building aspect so that directors behave in a specific way and carry out business as required. view
  • 31 Jul 2019 in National Assembly: The Bill speaks to existing directors and lacks intake mechanism for new directors. When this is left open then we might have a problem. Also 100 per cent inclusion might be problematic so there is a lot which the sponsor of this Bill needs to do. Therefore, there is a lot that the sponsor of this Bill will need to do once we get to the Committee of the whole House. We need to look at this Bill and make it universally applicable, in view of law-making in this country. I support. view
  • 24 Jul 2019 in National Assembly: Thank you, Hon. Deputy Speaker for the opportunity to contribute to this Motion. I thank Hon. Waluke for bringing it to the House. This Motion has been brought in good time for us to assess ourselves as a country and ask ourselves very honest and difficult questions. Why has the trade deficit been increasing instead of decreasing? Why has Kenya lost most of her quotas to the world market? One of the five ways a country can make money or revenue is through trade. As long as we buy a lot more than we sell, we cannot make a lot ... view
  • 24 Jul 2019 in National Assembly: produce for the world market, we make mistakes. We have made enough mistakes as a country. The first mistake we made is in maintaining small-scale production all through. Other countries in Asia have consolidated their land. They have created production zones. They know where to produce rice in large quantities, and mangoes and bananas in large amounts. If you ask any technocrat in this country how many metric tonnes of bananas we produce, he or she will not be able to tell you. We may not be able to invest in processing so that we sell these commodities. That is ... view
  • 24 Jul 2019 in National Assembly: agriculture with not less than 10 per cent of their budgets. The countries that have mainstreamed that protocol in the financial planning have grown. They are growing at more than 12 per cent. They are growing at two-digit figures. Those countries which are still lagging behind, like Kenya, are still waiting. We cannot feed ourselves. We cannot talk about exporting when we are not able to feed ourselves. We can talk about industrialisation until the cows come back home but we will never do this unless we consolidate our raw materials, have delivery decisions on how to produce and systems ... view
  • 4 Jul 2019 in National Assembly: Hon. Speaker, I rise to ask Question 322/2019 to the Cabinet Secretary for Interior and Coordination of National Government:. view
  • 4 Jul 2019 in National Assembly: (i) Is the Cabinet Secretary aware that several administrative units were declared as divisions, locations and sub-locations in Tigania West Constituency and other constituencies in Kenya? (ii) What steps is the Ministry taking to ensure that the administrative units are effectively staffed and what are the timelines for making those administrative units operational? Thank you, Hon. Speaker. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
