  • 16 May 2017 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support this Bill. As I do so, I want to draw the attention of the House to the fact that out of the many criteria that we may be looking at when we are awarding these young people, I suggest that it is important to include science and technology. As we develop this country, the matters referring to science and technology to young people, particularly in a developing country, are important. I do so because when I was much younger, I happen to be involved in certain projects that have contributed to this ... view

  • 30 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to start by saying that I support this Bill. For me, this is a very important moment in this nation that finally we have a mechanism to make sure that everybody who wants to develop a career can do so without fear. In engineering, it has been a tendency that even the students who do engineering may end up becoming accountants because there has not been a way of ensuring that they get practical training so that they can get registration as required in the profession. It is also important that ... view
  • 22 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairman, I rise to support the President’s Reservation because exploitation of oil is of national interest. It is important that Parliament is involved because it will make sure that Kenya does not go the route that other nations have gone concerning profits coming out of the oil fields. Thank you. view

  • 16 Nov 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I hope this system will work. I rise to support this Motion because it is very important. As we talk about innovation, first, I want to acknowledge the fact that in Limuru Constituency, we have a pilot project in ICT and an incubation centre. I am shocked to see how young people have adopted them to do innovations. I have seen them come even at night. They are working and outsourcing jobs in the USA and others are doing marketing with basic facilities that we have. My hope is that this country will roll ... view
  • 16 Nov 2016 in National Assembly: We have people importing hospital beds and the ones we use ourselves. There is a luxury level that Kenyans have taken and that kind is difficult to be supported by an economy like ours. No wonder we have shifted the very good technical colleges to universities. We used to have the likes of Kenya Polytechnic which now offers degrees other than produce technicians and artisans that we require. Those skills are important for supporting this economy. Somehow, there are people who have thought that maybe the best way to make this country not to move is by making sure that ... view
  • 12 Oct 2016 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 3 of the Bill be deleted and substituted with the following— 3. Section 8 of the principal Act be amended— (a) by inserting the following new subsection immediately after subsection (1)— “(1A) In addition to the functions under subsection (1), the Defence Forces shall undertake research and development and production of defence equipment to meet the defence needs of the country.” (b) by deleting subsections (3) and (4). Hon. Temporary Deputy Chairman, I am proposing that we allow the Kenya Defence Forces (KDF) to be involved in research, development and ... view
  • 12 Oct 2016 in National Assembly: Hon. Temporary Deputy Chairman, with all due respect to what my colleagues have said, I think it is important for us to look at what is happening around the world. The KDF has a factory in Eldoret, but they are also performing their duties. It is very dangerous for us to lock out the activity that I am proposing because somebody might say in future that they should stop what they are doing because it is not provided for in law. We have just received the President of South Africa and one of the things the governments have agreed is ... view
  • 12 Oct 2016 in National Assembly: Hon. Temporary Deputy Chairman, this was consistent with what I had proposed earlier. I will stay as earlier agreed. As far as I am concerned there is an opportunity for us to consider the role of research and development. To me it is not something that --- view
