  • 6 Jun 2018 in National Assembly: If you go around this country especially in Turkana County where I come from, the prison we have today was built during colonial times. It is beyond human habitation. We need to remove those council buildings and come up with new ones. There is congestion in prisons in Trans Nzoia, West Pokot and Turkana. We want this department to ensure that they have built good habitats for our people who are there. We need to establish programmes that will train prisoners or inmates to gain some knowledge on technical courses so that when someone gets out of prison, he or ... view
  • 6 Jun 2018 in National Assembly: On Vote 1032, State Department of Devolution, we want to thank the community for increasing money that will go to devolution department. We want this money to be used for essential services that touch the lives of people, especially in rural areas. We want county governments to invest in health, education and water. Those are the services that can touch the local person. view
  • 6 Jun 2018 in National Assembly: Finally, I can see my time is up. Even if we have a good budget and a lot of money has been allocated, there are three key issues that we need to consider. One, we must implement this Budget to the latter. Secondly, we must do our oversight role because we cannot allow taxes that people have sweated for to go to a few individuals who have become rich overnight. We must ensure that we do our oversight as Members of Parliament and the Members of the County Assemblies (MCAs). Finally, we must audit both the money and the projects. ... view
  • 11 Apr 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I live in the constituency which the Member represents. To access my house is a problem. I support the issue that the Member has raised so that the President can pass through to access the house. With these few remarks, I support. view
  • 11 Apr 2018 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to contribute. First of all, I want to thank the Departmental Committee on Energy. They went to Turkana and The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 11 Apr 2018 in National Assembly: listened to proposals from the people. It was the first time for a Committee of Parliament to go to the grassroot level to take the views of the people. They spent many days there. I want to thank them. view
  • 11 Apr 2018 in National Assembly: The Government has an obligation to provide energy to all parts of this country. This area is encouraging. Clause 7 has stated very clearly that it is an obligation of the Government to provide energy to all parts of the country, irrespective of whether they are poor or economically empowered. There are areas where we have natural energy resources, which the Government can tap. They will be cheaper. For example, we have plenty of solar energy in Turkana County but we are still using generators, which cost a lot. Investors and small business people who have kiosks spend a lot ... view
  • 11 Apr 2018 in National Assembly: Clause 8 talks about promotion of energy investment. That is a good idea. We need to empower the local people through funding and giving them expertise, so that they can become investors in their own land. For instance, the county governments can allocate some money for investment in energy generation, so that they can collect revenue instead of relying on the national Government. They can invest in energy as a way of raising resources locally. If they do that, the revenue in that county will be more than what they get from the national Government. We want the Committee to ... view
  • 11 Apr 2018 in National Assembly: There is also the issue of entities. The Committee has identified several entities which may cause a lot of problems. It has identified almost four entities in the same field, but they will be expensive to operate. The four entities will compete and their resources will be limited. Some will not have jobs. So, we are asking the Committee to do what Hon. (Dr.) Pukose has suggested. It should put all these entities together to become manageable, so that they can operate in one area instead of having a commission at one place and board in another place. We will ... view
  • 11 Apr 2018 in National Assembly: There are concerns I want the Departmental Committee on Energy, to take into consideration. We have energy resources which are along the borders in two counties, and they are fighting for them. We want the Committee to put a law on how the two counties can share this resource without fighting. A good example is Silale, where we have geothermal energy. The Turkana and Pokot communities are fighting for it. The name belongs to the Turkana community. Three quarters of the resource are in Turkana County while a quarter is in West Pokot. Therefore, it is important for the Committee ... view
