Secondly, there is the issue of safeguarding the Bill from the Executive. Last year, we passed a Bill here on petroleum but we did not put capping. However, when this Bill was taken to members of the public for their input, it was discovered that there was capping on revenue allocation, which we did not pass. They heard what they were told. Three quarters of this Bill must come from the inputs of the people. If they do so, it will be accepted across the nation. We have this energy resource in Turkana County today. We will have it in West Pokot tomorrow. We will have it in Murang’a on another day. President Uhuru is good but tomorrow we can ...

I would like to conclude that let us enact a law that will be applicable across the nation. Let us not just enact one that covers a particular period favouring us now then we regret in the future. So, we want this Bill to protect people who are using the internet so that they can benefit. If you are told that you have spend a lot of money on internet and you are not connecting, that service provider, whether Safaricom or Airtel, should compensate you. We want this Bill to help us. Another issue that I want to bring out is on protection of security information. We have some information that when exposed to the public, ...

The President is a symbol of unity and holds a respected office. But, sometimes, bloggers give negative information about the Office of the President and that particular person goes without any charge. We need to protect senior citizens, the unity of this country, the President and other people because my child can read the social media. The President and institutions like Parliament must be respected.
