  • 6 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, I want to thank the Chairperson for bringing a detailed and more comprehensive statement regarding this terrible attack that took place in Apuke. But I have some few issues that he needs to clarify arising from his Statement. He says that ten animals were recovered. He needs to tell us where those animals are because such a number does not exist; no single cow has been returned. Secondly, he also needs to clarify where he says that the animals were later taken to Uganda; where they were sold thus making the recovery difficult. How did the ... view
  • 6 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, I want the Chairman to tell this Senate whether it is really the Government policy that anybody who is affected by cattle rustling should not be assisted at all. In his Statement, he said that there has been no compensation since Independence. I want to hear it categorically, because the people who have suffered as a result of cattle rustling are so many. They are not in West Pokot alone, but in many other parts of the country. We want to see a policy document, so that we can determine, as Senators, whether something needs to ... view
  • 6 Nov 2013 in Senate: Thank you, Madam Temporary Speaker. As I stand to second this Motion, I would like to remind my colleague that I am the Senator for West Pokot County and not Pokot County. This Motion has come at a time when there is a lot of soul searching and many regulations are being crafted to check the spiraling insecurity in Kenya. The most recent that we witnessed was the Westgate Mall terror attack. This was very recent and it caught very many people unaware while doing their own businesses. Some people had gone to buy things while others had gone to ... view
  • 6 Nov 2013 in Senate: Madam Temporary Speaker, Sir, I want to thank my colleagues for contributing and bringing more information and ideas which are required in this Motion. The Motion, as stated by hon. Karaba, calls upon the national Government to assist the county governments to set up infrastructure and structures that can sustain and bring a formalized programme for the ECD education in our society. We need to put our foot down and manage our education system from the beginning to the end. We know that the primary education, secondary, high school and university education is well catered for. However, the foundation stone ... view
  • 5 Nov 2013 in Senate: Mr. Speaker, Sir, I thank you for giving me the opportunity to also raise queries on this answer. I think we are treating this issue casually. The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 5 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, while thanking the Chairperson for attempting to come and respond to that Question, it looks like we are not taking the safety or the lives of the people of Kenya and their property seriously. Just imagine Government officers are murdered and no attempt is made to retrieve even one single bullet from the people who carried out this heinous crime. The department in charge of the interior security of the people of Kenya is completely unable to arrest the situation. The only one honorable thing these officers must do is to resign. They must go. These ... view
  • 5 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, you are right, but I wanted you to assist us to make this point which has become a menace. The Cabinet Secretary should be called as soon as possible and we should also be alerted. view
  • 5 Nov 2013 in Senate: Mr. Deputy Speaker, Sir, as I stand here to second, I excuse my colleague because my name is very long and he could easily bite his tongue. He was having difficulty in pronouncing it. view
  • 5 Nov 2013 in Senate: The Motion that has been tabled here talks about the national Government doing what it should do because we have moved to devolution. Our country is now run under 47 counties. For that purpose, the Ministry responsible for the standardization of education, research and development at any time should see to it that at any time, education is anchored properly. There is no system of education that has been neglected like the pre-primary education. I have said that because 50 years after Independence, we do not have serious training for teachers at all that has formalized the teaching of nursery ... view
  • 31 Oct 2013 in Senate: Mr. Speaker, Sir, like all the counties along the border of Kenya and Uganda, Bungoma County enjoys a lot of peace. Communities along that border co-exist peacefully. So, I am surprised that the answer given by the Chairperson is similar to what is usually given by the Ministry. He has not told us whether the culprit has been arrested, dead or alive. These are the only two ways of arresting culprits. Mr. Speaker, Sir, it defeats logic when we are being told that the investigations are ongoing right in the middle of Kenya--- view
