  • 31 Jul 2013 in Senate: Madam Temporary Speaker, we do not need to interfere with the Medical Practioners and Dentists Board, but the one for the county which should be headed by the executive officer in charge of health in that county, can collect the data and any complaints that may exist. But I do not know how they can be sorted out. This is because with lack of proper equipment and diagnosis, you can end up dealing with an innocent officer who is trying his best. However, some of the officers also need to take their work seriously as well. We had to take ... view
  • 31 Jul 2013 in Senate: Madam Temporary Speaker, I support this Motion and wish that we could put more effort and money in the health sector, so that I should be able to get in my county the services that I get in Nairobi and not the other way round, where you have to come here. At what stage are we going to also sit down to say that every person in the Republic of Kenya needs to be a member of the National Hospital Insurance Fund (NHIF) somehow with a modality that works from the village level? I do not think that it will ... view

  • 25 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I wish to seek a Statement from the Chairperson of the standing Committee on Health, Labour and Social Welfare relating to the policy on care for elderly citizens in Kenya. Mr. Deputy Speaker, Sir, in the Statement, I would like the Chairperson of the Committee to:- 1. Clarify when the Government will roll out countrywide the Social Protection Cash Transfer Scheme for the Elderly introduced in the year 2007 and piloted in a few districts. 2. State the areas covered by the project currently. 3. Indicate how much money has been allocated towards the scheme this ... view

  • 24 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, may I join my colleagues in thanking Sen. Haji for bringing this Motion to address the issue of the havoc caused by floods in Tana River. I know that Athi River is the tributary. It is now 50 years since we attained Independence. If you check the case of Tana River, no single Government investment to arrest water from getting out of the natural channel has ever been done. However, I am aware that successive governments have been investing in the Indian Ocean to protect sea waves from eating into the land, particularly in Lamu County, ... view
  • 24 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, my colleague is not following my flow of thoughts. I would like to ask him to listen to me as we move together. I am not talking about power generating plants but when water has been released from the dams or there are floods, no attempt has ever been made to contain this water. We saw in Tana River, in May this year, people immersed in water together with their animals as a result of floods. I am using the example of the Indian Ocean where the Government has taken steps to protect land along the ... view
  • 24 Jul 2013 in Senate: Mr. Temporary Speaker, Sir, I want to thank you for giving me this opportunity and also thank my Chairman, Sen. Kagwe for introducing and bringing this Motion at the early stages of the life of this Senate, especially now that we are anchoring on devolution. The players of devolution, that is, the Upper House, which is the Senate, should link directly with the county assemblies in order to make sure that devolution takes root and it works. Mr. Temporary Speaker, Sir, about two years, to be precise in January, 2011, I remember it was about five months after the Constitution ... view
  • 23 Jul 2013 in Senate: Mr. Deputy Speaker, Sir, I stand to reply. In doing so, I would like to thank my colleagues who have contributed to this Bill and pointed out issues that need to be addressed. This Bill has come at a time when the Senate needs to be guided in terms of the Division of Revenue Act which is now law. We also had agreed that we should continue to debate the County Allocation of Revenue Bill so that our counties can begin to function now that the Government is about to release funds. In fact, they are waiting for the Bill ... view
