  • 17 Feb 2015 in Senate: As I was saying, in the forthcoming formula for the next three years, we should look at it critically because as at now, we are saying that we are looking at population and people are proposing that population should have 50 per cent.We are going to set this country in a very bad mood where smaller counties and smaller communities are going to give birth at a rate worse than that of rats because they will want to have as many people as possible so that their population can go up. Madam Temporary Speaker, I would propose that we think ... view
  • 30 Dec 2014 in Senate: Mr. Speaker, Sir, we have sat hear listening and debating whether this Motion is properly here. I also wanted to mention that this is not a school of law where every lawyer is trying to show how much they know. view
  • 30 Dec 2014 in Senate: This is the Senate and everybody here is capable of debating and contributing appropriately. We are not here to discuss the merits or demerits of this Motion. As the originator of the Motion mentioned, this Act is quite important and every Kenyan is keen to know how it affects them. This House has conducted itself--- The electronic version of the Senate Hansard Report is for information purposes only. • 30 Dec 2014 in Senate: Yes, and they should not sit together. Mr. Speaker, Sir, throughout the course of this year in our sittings, there were times when we saw some laws being passed and assented to without passing through the Senate yet we thought they affected counties. So, to the extent that on 11th November, 2014, we decided to seek an advisory opinion from the Supreme Court on the constitutionality of the status of the Acts which we are still waiting for, there was nothing wrong to continue waiting for the outcome rather than our colleagues rushing to the court without involving the whole ... view
  • 2 Dec 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Did you hear Sen. Khalwale saying that the NYS is now a military institution? Could he substantiate that? I thought we knew the different functions of the NYS? Does he have the latest information concerning the functions of the NYS? view
  • 2 Dec 2014 in Senate: On a point of order, Mr. Temporary Speaker, Sir. Is Sen. Khalwale, the doctor, in order to evade responding to my earlier point of order? He needs to substantiate this because most Kenyans, including myself, may not know this. He said that the NYS, where many of our youth have gone for some training so The electronic version of the Senate Hansard Report is for information purposes only. • 26 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, the hon. Senator for Busia County needs to be told that even at Busia border point, he cannot just cross like that. Mr. Temporary Speaker, Sir, what I was saying is what was the action that was required by the communities so that, that problem be sorted out immediately. For two consecutive months, this problem matured until it went outrageously wrong that we lost our young men; 21 officers the other day. Who was given the first information? There must be somebody who was told. What did he do? Is this inaction or inertia? What must ... view
  • 26 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, the Mover has already seen it. We should have a complete overhaul of what we have. When a problem erupts, for example, in Mandera, people start blaming the leaders; that it could be as a result of the utterances of some leaders. We start panicking and talking hopelessly instead of addressing the real situation. For the last three years, we have been undergoing inspection before we enter shopping malls or even offices. Why are we subjected to this exercise? This means that things have fallen apart. We should go back to the restoration order. Three years ... view
  • 25 Nov 2014 in Senate: Mr. Speaker, Sir, I sought a statement from the Committee on Devolved Government. There is a lot of misuse of county government vehicles beyond working hours and weekends all through. view
  • 25 Nov 2014 in Senate: Mr. Speaker, Sir, I asked for this Statement, I am waiting for the response because it has overstayed. view
