  • 4 Jun 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to support this Bill. I also join my colleagues in thanking Sen. Khalwale for coming up with this Bill so that proper address and location of county headquarters are known by law. I recall that at the beginning of the year, 2011, the then Ministry of Public Works, where I and Sen. Obure worked together, came up with a similar version, with the blessing of the national Government. The identity of the county headquarters was supposed to be done for which two things would be done. The county assembly ... view
  • 3 Jun 2014 in Senate: Thank you, Mr. Deputy Speaker, Sir. I join my colleagues in thanking the Committee for working tirelessly. I have read through the work they have done and now justice has been dispensed. Since devolution is new in Kenya, all offices that matter in the counties need to play their roles clearly and carefully, so that we do not misuse the powers that The electronic version of the Senate Hansard Report is for information purposes only. • 23 May 2014 in Senate: Mr. Speaker, Sir, thank you. I also stand to support this Motion. I would also like to appreciate the composition of the Members of this Senate that have been set aside to go and investigate the proposed removal from office of the Governor of Kericho County; and further as indicated here:- “to report to the Senate within ten (10) days of its appointment on whether it finds the particulars of the allegations to have been substantiated.” So, Mr. Speaker, Sir, whatever has been tabled, coming from the Members of County Assembly (MCAs) of Kericho, are just allegations. It is our ... view
  • 23 May 2014 in Senate: Mr. Speaker, Sir, I was saying that we are discussing this Motion because MCAs of a county called Kericho brought this issue here. But I was using this opportunity to also send a signal outside--- view
  • 23 May 2014 in Senate: Mr. Speaker, Sir, you can see the situation I am in. What I am trying to say is that it is essential that we also mention that we do not know how many are maliciously planning to bring some impeachments which may not be based on anything. So, it is important to mention so that the--- view
  • 23 May 2014 in Senate: Mr. Speaker, Sir, I will conclude by saying that I support the formation of this Committee and I also send my sympathies to the people of Embu with regard to the scenario that unfolded. I would like to say that the process that the Senate and the County Assemblies are doing is not meant to harm anybody at all. All of us must support this process. I support. view
  • 15 May 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I think we should not allow Sen. Wetangula to insert terminologies here. Let us follow this clearly. This is 43 per cent of what? Is it not of Kshs529.3 billion. What is the Kshs529 billion? This is the sharable amount. view
  • 15 May 2014 in Senate: Mr. Deputy Speaker, Sir, I am saying that the Senate should not be allowed to say that the Kshs529 billion is shareable income which is 43 per cent. This is not it. If you want a percentage, you will get the percentage of the sharable income and that will come to about 23 per cent. This should not rephrase as such if we are to follow the Constitution. view
  • 15 May 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. From the beginning, I want to say that I support the Division of Revenue Bill. This is a good move as most of my colleagues have, indeed, said. This is unlike what we went through last year, when, although this is our duty, we were ignored. Mr. Temporary Speaker, Sir, looking at what has been presented here, you heard the animated debate and concerns from most of the Senators who have stood up to speak. It is written that the Commission for Revenue Allocation (CRA) is supposed to be The electronic version of the ... view
  • 15 May 2014 in Senate: Mr. Temporary Speaker, Sir, you know that we represent counties, and that there exists a committee of 11 people who were supposed to interrogate this Bill on behalf of the others. Problems in our counties are completely varied; they depend on--- The Senator is supposed to be coming to tabulate and table the concerns that need to be addressed. Mr. Temporary Speaker, Sir, when I look at what has been presented here, I concur with my colleagues that the 11 level five hospitals – that are scattered all over the country – need to be funded separately. We also need ... view
