• 27 Aug 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to evade Mr. Olago’s question which was very simple? Is he implying that we are not bound by decisions made by the World Bank? The World Bank blacklisted the parent company for eight years for being involved in corruption in the Philippines. It is very clear and it was posted on the World Bank website on 14th January. The Kenyan Government went ahead and awarded a contract to the same company that was blacklisted yet the public will pay for the same. view

I feel the answer that the Assistant Minister has given is not satisfactory, but probably, I will pursue it in a different way. Mr. Speaker, Sir, the Assistant Minister has indicated that the design work was carried out again between 2006 and 2007 yet the earlier design was done in 1970. • 26 Aug 2009 in National Assembly: Mr. Speaker, Sir, in the recent past, we have seen a lot of complaints from the Assistant Ministers regarding lack of duties or jobs, or clearly defined responsibilities. The Prime Minister has mentioned four duties of Assistant Ministers, but what we hear is that they are only delegated one duty, which is to answer Questions in Parliament. As the co-ordinator and supervisor of Ministries, what is the Prime Minister doing to ensure that there is harmony in all the Ministries, so that we do not see the kind of exchanges that we see between Assistant Ministers and Ministers? view

The speed with which this strike was resolved after the workers withdrew their labour indicates that there was high-handedness in the management. If they had taken action earlier, the strike would have been averted before it took place. What is the Ministry doing with a management that seems to be complacent, and with a Chief Executive Officer (CEO) who seems to have outlived his usefulness in that position? Why can the Ministry not take a bold step to replace such an officer, so that there could be fresh blood to run such an important airline? view
• 19 Aug 2009 in National Assembly: Thank you, Mr. Speaker, Sir. I happen to represent Suba District. From the answer that the Assistant Minister has given what is stopping them from allocating funds for the construction of the courts is unavailability of land. I really do not know what level of consultation the Assistant Minister has done to come to conclusion that land is not available because as far as I am concerned, the district headquarters is going to be at Magunga Trading Centre, and there is adequate land. view

The reasons that the Assistant Minister has given for the two strikes include among others, withdrawing ambulance, shuttle services and the code of dressing. Those are issues that the university administration would have discussed with the students leadership. What is the Ministry doing to ensure that communication and dialogue between university administrations and the students is encouraged, so that the universities do not degenerate into high schools?
