  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, the Government recognizes the types of skills development system in this country. In order to improve quality and capability of future training programmes, the Ministry of Labour proposes the transformation of the Directorate of Industrial Training into an authority. The functions of this Authority should include simplifying administrative procedures for skills development, support skills training programmes as best for employment creation to improve productivity, acquire the capacity to generate its own finances, hire adequate human resource and install relevant technology, establish an independent skills development testing and certification systems, develop the necessary infrastructure to service the industry ... view
  • 19 Jul 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to thank those who have contributed. I have taken those comments seriously and we will incorporate them in the coming amendments at the Committee Stage. Let me clarify one thing about industrial training. Industrial training has been confused and in many cases, people call it vocational training. I want to give an example of a graduate coming from the University of Nairobi with a degree in mechanical engineering. The person gets a job, but does not have the skills. So, we need a centre of excellence to improve those skills and the know-how of ... view
  • 10 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I came late because I had been to Todonyang’, Nadapal and all the areas which are affected. For sure, I am pained by what happened; from the 2nd May to date, lives are being lost in those areas. It is not 20 people who have been killed. Over 50 people, including my cousin, lost their lives. So many are still missing and we do not know where they are. The Ethiopian Government has tried to get us 50 but as we speak, every chief is trying to record the numbers of those who ... view
  • 10 May 2011 in National Assembly: There are two tanks. There are soldiers along the border. Our side has not moved. Surely, we cannot live in a situation where a country is seeing another country mobilizing it s forces to the borders--- view
  • 10 May 2011 in National Assembly: Yes, my time is up but let me say a word, please. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) Mumias Sugar Company recruited 35 management trainees for various positions in the company. All those who were recruited are Kenyans who met the minimum requirements specified by the company. (b) The position was advertised in the print media on various dates in August, 2010, in which the minimum requirements for the positions were specified. The applicants who met the minimum qualifications were taken through various interviews, which included oral, written, psychometric and aptitude tests. At the end of the process, successful applicants were recruited as management trainees in various functions ... view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is difficult to understand that question because this community is multi-cultural. From the information I got, they advertised for skilled management trainees and they got 3,000 applicants. From this number, they vetted 500 who qualified for those jobs. They went through the test and 35 were recruited. It is difficult to know whether the name “Were” is from Mumias or Nyanza. I do not want to get into that. I know that this is a highly reputable company. It practises equal opportunity with highest ethical standards on human resource management. I know they undertook ... view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the policy is very clear, if it is unskilled and labourers, then the policy says you can get them locally. But with skilled, you compete nationally. That is what the policy says. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the policy of fairness is embroiled in the Employment Act. There is also the aspect of corporate social responsibility which means that you must work with the community around you. However, on this particular matter, the company was seeking for specific talents. Therefore, mine is to encourage the Member to sensitize his community. view
  • 5 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I was discussing that with my friend, Ben, and got the understanding that he wanted to know whether his community was represented in the list of 35 names. I want to say that Mumias Sugar Zone is multi- cultural. That does not mean that we do not have Luhyas and Kikuyus among other tribes. The 35 were from that zone. view
