Mr. Deputy Speaker, Sir, while I want to thank the Chair of this Committee for that long answer, it beats logic why one would be paid Kshs10, 000 (US$100). Very little money has been paid to IDPs and I would not understand why one would be paid such little money but let me go to the Turkana experience. Over 10,000 Turkanas lost their property. Mr. Speaker, Sir, it is true that the National Police Reservists (NPR) do a good job in the Arid and Semi-Arid Lands (ASALs). Sen. Musila, I and many of us here, would want to have many NPR units in our areas. What policy has the Government put in place to ensure that there is recruitment and establishment of the NPR in strategic areas like Makueni and Kitui which have faced severe harassment by cattle rustlers?

The Statement is in relation to the killing of police officers in Lokichogio. Mr. Speaker, Sir, at the time Sen. Lonyangapuo requested for this Statement, there was a lot of conflict in Turkana and West Pokot. But I must report to this House that matters have been calm for the last three weeks. We want to encourage the two communities to work in harmony and develop joint projects that will help improve the economy and lifestyle of our people there. Mr. Speaker, Sir, Chapter 2 and Article 5 of our Constitution define our borders as “borders defined by an Act of Parliament”. The only existing Act of Parliament that we have is the District and Provinces Act of 1992 which defines some of these territories like the Turkana County as a flat line which leaves out the whole chunk of the Elemi Triangle. In view of what has been said here, Kenyans out there are not sure of what the true map of Kenya is. The Vice Chairperson should tell us what the true map is. Thank you, Mr. Speaker, Sir. Let me also join my colleagues in thanking Sen. Karaba in bringing this very important petition from the nine clans of the Agikuyu. I want to take this opportunity to address the chamber and to raise a matter of national importance. Two of our communities in Turkana and West Pokot have been fighting thinking that by fighting over boundaries, they will determine them. Sen.
