  • 2 Apr 2015 in Senate: Madam Temporary Speaker, I take this opportunity to join my colleagues in condoling with the families and friends of those who have passed on after the painful attack in Garissa. The nation is pained and traumatised by what is happening in Garissa. However, as we speak, Turkana County is under siege. Lorokon village in Keekunyuk has been surrounded by people we suspect to be from West Pokot County and Uganda. We have already lost four lives in that village.   • 1 Apr 2015 in Senate: Thank you Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to the President’s Speech which captured the mood of the nation. I remember standing up to applaud the President when he raised the issue of corruption, when he apologized to Kenyans and partly when he addressed insecurity. I think the apology covered the whole country. The Northern Frontier District (NFD) which is now referred to as the ASAL area suffered after the country’s Independence because the ruling elite that time knew the ASAL counties as unproductive.   • 1 Apr 2015 in Senate: Mr. Deputy Speaker Sir, figures do not lie. We are told that we have a GDP of Kshs53 billion. In fact, we are ninth in the whole continent. I know that the economy of Turkana has really grown but not because of devolution because I know what devolution has done to Turkana. The National Treasury gives Turkana County Kshs9 billion and somebody simply pockets that money. This Senate is to blame for this mess.   • 1 Apr 2015 in Senate: Mr. Deputy Speaker, Sir, the analysis of the National Intelligence Service (NIS) in this country blames all the leadership in the Arid and Semi Arid Lands (ASALs). So, I was just trying to challenge my colleagues; that there is a report that is coming from the NIS that all top leaders of the communities, because of political reasons, have engaged in incitement. I am grateful because for a long time, this country has played politics using boundaries. Kenya has lacked the right political will to deal with matters of boundaries. I have an issue with the variance between the colonial boundaries and what Sen. Amos Wako is referring to as the Provincial and District Act of 1992.   • 3 Mar 2015 in Senate: Mr. Speaker, Sir, this is a situation where one county decides to sabotage another county government, in ensuring it does not develop. They sabotage construction work and they stop them from bringing education to their people, fixing roads and killing reservists. We have lost over 30 reservists in Turkana; as I speak, yesterday, we lost two. The head of the reservist in Kainuk was killed and in a place called Kakong, we lost another young reservist.   • 3 Mar 2015 in Senate: Mr. Speaker, Sir, since the killings in Baragoi and Kapedo, the National Police Service went on leave. They decided it was dangerous to engage these criminals but these forces are the ones with the protective gear. I have always challenged them; why not give the reservists this protective gear, even women. So, that is what is lacking. The policemen have bullet proof jackets and this reservist does not have one, yet he is the one engaging criminals.   • 24 Feb 2015 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. I want to start by thanking Sen. (Prof.) Lonyangapuo, my neighbour, for coming up with such a nice reform Bill. This Bill will surely change the lives of people along Turkana-West Pokot- Baringo borders. The force should be a rapid force that should help us in securing our international borders and, at the same time, secure our county borders.
