In supporting it, I hope that the Minister will have time to look at Victorious State Regulations on similar matter. I rise to support these amendments and, as I do so, I want to say that, as the Chairman of the Departmental Committee on Agriculture, Livestock and Cooperatives, we have done one of the most extensive work on the sugar industry and had, indeed, tabled our own Committee Bill. Farmers are making profits; it is worth noting that in the last 11 years, the KTDA has received from overseas clients Kshs346 billion, but when you look at what they paid to the farmers there was a shortfall of Kshs114 billion, a loss of about 34 per cent.   • 5 Sep 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. Whereas I do not agree with the language used by hon. Affey, that is a fact. I am the chairman of the Committee that oversees that Ministry. The issue is dealing with northern Kenya, as put by hon. Affey. The money we have there is in peanuts. It cannot carry out basic obligations. Is the Minister in order, therefore, to mislead the House by saying that there is enough money to carry out the basic obligations? view
