Mr. Deputy Speaker, Sir, it is important to prepare these reports and take them back to the Ministry’s headquarters. However, could the Assistant Minister inform the House at what stage they involve wananchi in the preparation of these reports, so that they can give their input into the reports?

I wanted to know at what stage his reports take into consideration the input of the people who are actually going to be consumers of these reports. Does he involve Kenyans in the preparation of the reports?

They have put up the school and, definitely, want teachers. They also want the school to be registered. Is it necessary that the teachers must be there when they go to the DEB for registration? The Assistant Minister here sent none other than the Commissioner of Police to the Nyayo Stadium and the work by the police was very commendable. This is what we are asking for. Madam Temporary Deputy Speaker, the Minister consents that there is forgery involved. Up to this time, the Minister is saying that they are following the right system in the public service. I believe since this man has been identified as having forged, the first step in disciplinary matters in the public services is to be interdicted, so that we know that you are taking the right line of action.

On a point of order, Madam Temporary Deputy Speaker. What we are talking about is very important for the youth; while I do not want to contradict the Minister, the signal the Government is sending to this country may not be very good for the youth of this country. Once you identify that somebody has forged a signature and he still continues in the office, what signal are you sending to Kenyans who want to steal?

Mr. Speaker, Sir, I was acknowledging the fact that the Minister has stated in Parliament today that one of the measures the Ministry is taking to reduce cattle rustling is to put up more police posts. While I appreciate that he has given us personnel where we have constructed police posts using Constituencies Development Fund (CDF), I want to know from the Minister what policies he has put in place to ensure that such police posts are taken over and supplemented in terms of houses for the police to stay.
