Mr. Deputy Speaker, Sir, I quite appreciate the answer I have got from the Assistant Minister. This question of "availability" of funds is a language that we always use here. I would like to know the amount of money involved because, in 2006, we were assured that we would get the signals as soon as possible.

Mr. Deputy Speaker, Sir, the Assistant Minister has tried his best to tell us that we shall have digital coverage from next year. If only he could give us the assurance once more that this will be done. He is talking about targeting. Targeting is not something that must be done. Could the Assistant Minister assure the House that this has been planned and it will be done next year?

asked the Minister for Education:- (a) whether he could explain the Government's policy on the role of private schools in the development of eduction in the country; (b) what support measures the Government is providing to investors in private schools in order to help improve the standard of education in the country; and, (c) if the Government could consider posting at least two Teachers' Service Commission (TSC) teachers to the private schools on permanent and pensionable terms at the expense of the private schools that will pay TSC.

Mr. Speaker, Sir, I am quite satisfied with the Assistant Minister's answers to part "a" and "b" of my Question but I am very disappointed when he attempts to say that they have a very high wage bill of teachers in this country. The private schools are willing to pay the TSC for these teachers to be hired and posted to secondary schools. For the last seven years, when I started-- -

Mr. Speaker, Sir, it is unfortunate. I know that there are those type of teachers. These teachers cannot work on permanent terms but on contracts of one or two years. Could the Assistant Minister ensure we have permanency in private schools so that efficiency and proper teaching management is carried out in private schools by providing teachers who can stay for a longer time in the private sector?

Mr. Speaker, Sir, the Assistant Minister has just told this House that he has directed that the company buys diesel at Kshs95.95. Who will meet the difference which was paid before? Will it be met by the farmers or is it the members of Sukari SACCO who will be charged to pay for the difference that has been incurred?
