  • 2 Dec 2008 in National Assembly: Mr. Speaker, Sir, while I accept the answer given by the Assistant Minister, I December 2, 2008 PARLIAMENTARY DEBATES 3735 would like him to tell this House what the KRC is planning to do with the vast land in Kisumu, now that he has stated that they will not put up this project in Kisumu. view
  • 2 Dec 2008 in National Assembly: Mr. Speaker, Sir, you have heard the Assistant Minister tell us here that the land will be given out on lease. I think the main concern of Kenyans is about the lease of land in this country. We have had certain parcels of land which were leased to people even before Independence. These have proven to be very unfriendly to the majority of Kenyans, such that when we go to certain areas, we are not even allowed to pass through such parcels of land by the people that occupy it. Could the Assistant Minister assure this House that, in this ... view
  • 12 Nov 2008 in National Assembly: Mr. Deputy Speaker, Sir, while I appreciate that the Ministry has plans to improve infrastructure in our public primary schools, I would rather ask the Ministry to consider altering its plans. We still have schools in this country where our children are learning under trees. I think that is one important area that the Ministry should consider. It should construct classes in schools where pupils learn under trees, before it gives any other infrastructure to schools. view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to apologise. I came late. view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, actually, I left my residence very early in the morning. But because of the traffic jam, I could not arrive here on time. I am sorry for that. view
  • 12 Nov 2008 in National Assembly: asked the Minister for Roads:- (a) whether he is aware that Migori-Muhuru Road (C13), which has been under construction for four years is in a very poor state; (b) how much has so far been paid to the contractor for this road; (c) when the construction of the road will be completed; and, (d) whether he could also indicate when Muhuru-Migori-Kehancha-Narok Road will be tarmacked. view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, attempts have been made to answer this Question, but this is a very important road, especially for the lower parts of Migori and Nyatike constituencies. The fishermen use this road to transport their fish to Migori. At the moment, we know very well that we have a lot of hunger down there; people living on the lower part of Migori depend on that road to come and buy their foodstuffs in Migori Town. I am told that at the moment, that road is not yet handed over to the Ministry by the contractor. That means ... view
  • 12 Nov 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for the answer. The only thing I want him to really assure this House is the idea of handing over the road. They have an engineer on the ground in Migori, and when I talked to him two weeks ago, he was still insisting that the road had not been handed over. So, please, could he assure this House that the road has been handed over? view
  • 22 Oct 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that the construction of Migori District Headquarters stalled in 1995; (b) whether he could explain the circumstances that led to the stalling of the construction of the headquarters for the last 15 years; (c) who the constructor was and how much she/he was paid out of the money earmarked for the construction of the headquarters; and, (d) what plans he has to revive the construction and finish the headquarters. view
  • 22 Oct 2008 in National Assembly: Mr. Speaker, Sir, this is a very serious issue. The amount of money that was paid to the contractor amounts to almost one-third of the estimated cost of the construction works, yet hardly the foundation was done. That is where the works stalled. Is the Assistant Minister satisfied that the money that was paid was for the work actually done? view
