Mr. Speaker, Sir, we have one Government and I know that universities are under the Ministry of Higher Education, Science and Technology. In exercising their power as a Government, after punishing the relevant Vice-Chancellors who allowed these students to be admitted when they did not qualify for those courses, could they agree amongst themselves to bring in bridging courses for these Kenyans who have had to go through the university education and are now rendered redundant because of the mistake by the universities?

Mr. Temporary Deputy Speaker, Sir, while I appreciate the words of the Minister this afternoon, I want to remind him that we had entered into an agreement with him earlier this year which was not honoured. So, I hope this time he will honour what he is saying today and make sure that this money is used before 14th and not freeze the accounts by 31st.

Mr. Temporary Deputy Speaker, Sir, I want to add my voice to the many speakers who have supported this Bill. We understand the role of the CDF to our communities. We know what it has done from the Ninth Parliament to date. All Members of Parliament and Kenyans, at large, believe that it has brought very big change in development especially in areas which were not considered by the previous Governments. Mr. Deputy Speaker, Sir, farmers lose a lot of money through deductions on transport charges. The Assistant Minister has said that he gave Kshs64 million to South Nyanza Sugar Factory to purchase tractors, which is good, though he needs to tell us how many have been bought. When will he ensure that we have mobile weighbridges, so that this transport cost does not go to the farmers in order for them to reap maximum from their fields?

Mr. Temporary Deputy Speaker, Sir, this Motion has come at the right time. We need to go for party nominations very soon. Looking at the way things are going now, if we do not allow our parties to adopt their own methods of nominating their candidates, we shall have a problem.

Mr. Speaker, Sir, in his answer to part (a) of the Question, the Minister said that the Ministry discovered that there were some defects with the ponds. I would like to know what role the Ministry played during the feasibility study before the Italian Government started constructing these ponds.

On a point of order, Mr. Speaker, Sir. It is saddening for the Minister to say that somebody from outside can just come and start a project here. Is he in order to mislead this House and the country that any outsider can come and venture in any project in Kenya without consulting the line Ministry?
