Mr. Speaker, Sir, while we commend the Prime Minister for the role he has played in the devolution in this country, as we go towards the implementation of the budgets that we are talking about, can we, as a country, also make sure that we clear the pending cases which have not been sorted out like the retirees’ benefits which came before this Parliament. Up to now, nothing has been done and teachers are dying. They are not able to pay school fees for their children in schools because that money is not forthcoming.

Mr. Temporary Deputy Speaker, Sir, the Ministry understands that we have a shortage of teachers throughout the Republic and in almost all the schools in the rural areas, we have extra teachers employed by communities. Could the Assistant Minister tell us whether it is the free primary education money used to employ these teachers?

Mr. Speaker, Sir, the Assistant Minister has actually referred the hon. Member to the District Roads Board (DRB) and this can only be done if he knows the exact amount that is required to repair these two bridges. Could he inform the House how much money is required to repair these bridges?

On a point of order, Mr. Deputy Speaker, Sir. Some of us came here earlier than 9.00 a.m. You can see that there are quite a number of Ministers who have not reported to answer Questions. What sanctions are you going to take against Ministers who always do not come on time to answer Questions at the expense of Parliament?

Mr. Speaker, Sir, I also want to ask for a further clarification regarding what is happening in Migori. In Migori, we have 56 polling stations and the number of kits we have are 37. It appears they will have to share and, therefore, there are some polling stations which will be sharing one kit. We need the Minister to clarify to the people of Migori and elsewhere that these people are going to draw up a programme where when they start from one centre, then the following day they should go to the other centre so that people can know ...

asked the Minister for Roads:- (a) what plans the Minister has to tarmac Kakrao-Ogwedhi-Migori- Nyarongi-Macalder road cutting across Migori and Nyatike Constituencies; and, (b) how much money the Ministry has set aside to carry out a feasibility study on the said road in the 2012/2013 Financial Year.

Mr. Speaker, Sir, I want to thank the Assistant Minister for giving that good answer and indicating that they have taken this road on board. But we have very bad sections of this road, especially the one between Mikindo and Mtave School over River Nyasarara. We cannot pass from one side to the other. Secondly, Mr. Speaker, Sir, we have the other road between Kona Kogwang and Ogwethi which needs emergency attention. Mr. Speaker, Sir, security roads are very useful, especially for the security personnel in areas where there are incidents of cattle rustling, for example, Migori. Could the Assistant Minister tell us the policy the Ministry has, especially in constructing roads in such areas where cattle rustling takes place?

Mr. Speaker, Sir, in his answer, the Minister said that the PPO had said that there was a politician based in Nairobi. What action is he going to take against the PPO who has refused to arrest this politician, who is based in Nairobi?
