Mr. Speaker, Sir, while I thank the Assistant Minister for his answer, I want to ask him, with a lot of due respect, to sift the information he is getting from the ground. The vehicle GK 175F that he is talking about is one which has passed through three different stations. It was formerly at Kuja and was taken, after an accident, to the Provincial Offices, Nyanza, and now it is at Migori.

This is a vehicle that we cannot rely on, especially in view of the fact that we have a lot of cattle-rustling and theft of motor cycles taking place, which is now a means of survival for the youth. I would like to kindly ask him to consider Migori this time when he is commissioning new vehicles for use by the police in various stations in this country. Could he assure this House that he will earmark Migori as a destination for one of the vehicles they will give out this year?

Up to now, I do not know what he is waiting for. The youths in Migori are really suffering. The only source of employment they have is buying motor cycles and using them for business. asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that there is increased insecurity in Migori Constituency that has led to deaths, injuries as well as theft of livestock and other goods at various homes and market centres; (b) when the Government will post security officers in the cattle rustling- prone areas of the constituency; and, (c) what other urgent measures he is taking to curb the rising insecurity in the constituency.

Madam Temporary Deputy Speaker, I really wonder whether the Assistant Minister got the right information from the ground before he came to answer this Question. For the last one month, a night has not passed without theft of livestock in Nyamsawa Location and Suna South. In fact, earlier this week, the community members of Nyamsawa had to demonstrate towards Migori. They wanted to see the District Commissioner. Madam Temporary Deputy Speaker, I appreciate that the Assistant Minister is trying to answer this Question. He has talked about the idea of community policing. I think that is 3974 PARLIAMENTARY DEBATES December 10, 2008 very important especially where we have one or two cows stolen. The local people should be able to assist the chiefs who are directly under the Assistant Minister to identify the thieves and report them. Could I ask the Assistant Minister to ensure that he strengthens community policing, so that the thieves are identified by the communities and reported to his office for action?

Thank you, Madam Temporary Deputy Speaker. As the Assistant Minister has just said, that is a very important road for the people of lower South Nyanza, including Kuria. The same Assistant Minister gave me an answer here on 11th November, 2008, that the amount that they had earmarked to grade that road should have been used from that time. Actually, he ordered the road engineer to start grading that road.
