  • 4 Aug 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Under what circumstances did the Muhoroni District Commissioner (DC) use armed Administration Police Officers to chase away persons contracted to plough part of the Chemelil Sugar Company nucleus estate that borders the DC’s office on 1st June and 4th July, 2011? (b) Is the Minister aware that the DC also chased away the Managing Director of Chemelil Sugar Company Limited, who had gone to find out from him why he was blocking the Company from working ... view
  • 4 Aug 2011 in National Assembly: Mr. Speaker, Sir, we are talking about a parastatal that is very important to this country and we are also talking about the character of the DC and the Managing Director. The Assistant Minister says that the DC did not even know the Managing Director and yet he is living within the premises provided by Chemilil Sugar Company. Is it really true that the DC does not know the Managing Director of Chemilil Sugar Company? view
  • 4 Aug 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister is aware that the purpose of posting the DC to where he is today was to serve the communities there. The Managing Director too is supposed to be serving the communities of that area. Those are sugar-cane growing farmers. I wonder whether the Assistant Minister can take this matter more seriously by ensuring that the people of Chemelil are given the necessary support in order to work in their farms without the DC interfering. view

  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, he had informed me that he will answer it tomorrow. However, I have not even seen the answer he is disputing. I want that to go on record. view
  • 3 Aug 2011 in National Assembly: Mr. Deputy Speaker, Sir, we are talking about human beings and in this case, we are talking about pupils. The Assistant Minister has said here that about 65 per cent of pupils in lower school are in ECD. That means that the Ministry should be ready to provide enough teachers at ECD level to make sure that these pupils go past the secondary schools. How many ECD teachers is the Ministry intending to employ in this area? view
  • 2 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I wish to seek a Ministerial Statement from the Minister for Energy on the increase of cost of power and frequent power rationing in the country. In his statement, the Minister should clarify the following. One, confirm that the African Development Bank (ADB) has granted Kenya Kshs4 billion to procure new rigs and equipment to harvest geothermal power as an alternative source of energy in Menengai, Baringo, Turkana, among other areas. Two, what immediate action he is taking to ensure that the Ministry puts funds into good use in order to cushion ... view
  • 28 Jul 2011 in National Assembly: Mr. Deputy Speaker, Sir, I have a lot of interest in this Question because my mother happens to come from Gwassi. One of the people that are supposed to be a victim is my uncle and he is somebody known in that area. view
  • 28 Jul 2011 in National Assembly: Mr. Minister, you have agreed that you will to look at this point again. However, for an issue to come here so that you present your data that you will annex an area of ten blocks, your officer on the ground, must have told you the truth as to whether people were living there or not. If they were leaving there, for how long have they been living in the ten blocks in question? If that is the case, they should have given you proposals as to what you were going to do with them when you remove them from ... view
  • 28 Jul 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With due respect to the former speaker, if we are talking about one-third at this stage, then somebody soon will call upon this Parliament to be dissolved because we do not have enough women in this House today. view
