  • 26 Aug 2010 in National Assembly: Under the stimulus package, we have the money that was earmarked for construction of fresh produce market in Migori. I wonder whether this money has been released to the Ministry by the Ministry of Finance because that work has not started. This project was supposed to have been completed last year. So, I want to ask the Ministry to make sure that this market in Migori is constructed because we are now in another financial year. view
  • 26 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I support this Vote. I also support that this Ministry be given more funds to carry out its mandate in the country. view
  • 26 Aug 2010 in National Assembly: With those few remarks, I beg to support. view
  • 25 Aug 2010 in National Assembly: asked the Minister for Roads:- (a) what steps he is taking to fast-track the repair of Migori-Muhuru Road (C13), which has been un-motorable for the last six months; and, (b) whether he could provide the name of the contractor who was awarded the tender for the works and what was the value for the repairs. view
  • 25 Aug 2010 in National Assembly: Mr. Speaker, Sir, I appreciate the answer given by the Minister. However, I want him to tell us something more about this road because he had promised here two years ago that the road was going to be tarmacked. Up to now, he is just talking about murraming the road. view
  • 25 Aug 2010 in National Assembly: Mr. Speaker, Sir, for me to ask which contractor is working in Migori at this time is very absurd because it means that the Ministry is not involving the locals in their projects, which they should be involved in. What is the Government policy in the maintenance of the roads above Grade B? view
  • 25 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has said here that this is a countrywide problem and, indeed, it is. What action has the Ministry taken to ensure that we do not only replace the transformers which are vandalized but we also arrest and charge those people who carry out this exercise? view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not agree with the answer given by the Assistant Minister. He is saying that we do not know these people because maybe they do it at night. However, could he confirm to this House whether or not it is in order to mislead the House? In the past, the Ministry has reported that they found some of the vandalized transformers in some places. Therefore, those are the people who have vandalized them. How can the Assistant Minister say they do not know them? view
  • 24 Aug 2010 in National Assembly: Mr. Speaker, Sir, the shortage of teachers in this country is a big problem that we have been talking about in this House for a long time. The speed at which the Ministry is trying to implement the employment of these teachers, to me, is wanting. It is just last week when the Permanent Secretary met with his people here and within three days, we were expected to go and join our District Education Boards (DEBs) and at the same time, we were supposed to be here. Is the Assistant Minister sure that this view
  • 24 Aug 2010 in National Assembly: exercise is not going to leave some loopholes now that many DEBs will not be properly constituted during the recruitment? view
