  • 9 Oct 2013 in National Assembly: So, the intents of this Bill, in my view, are excellent. They take one segment of the activity chain that ends with the insurance companies. We need to go backwards and look at those other segments as well and conform to them. If you build a highway, do not end up with small footpaths. This will ensure that we achieve the changes that we intend to achieve. We will end up with an insurance industry which is very crucial in any country that seeks to modernize this industry such as Kenya. view

It is a great idea to seek to increase farmer incomes for our farmers, large and small because that is how we are going to grow our economy. I am concerned though with the strategy that is proposed. If the Government sets the price, it must be prepared to pack it. Otherwise, it is useless to set prices as nobody will honour them. Therefore, I would urge the Mover of the Motion to consider that we ask the national Government to have a careful look at value chains in the different agro- ecological zones, or, perhaps, even counties. Even though the function is devolved, it is worth having a national outlook and looking at what might be the policy implication at the national level. view

We need to look at this strictly. The reason is that, you cannot do this for every commodity. Milk is different; it is crucial and has high demand elasticity. Therefore, I should not be blamed for stating whether I am for or against, but I will do that at the end.   • 2 Oct 2013 in National Assembly: On that basis, I think the House might be confronted with a situation in which we may appear to be thinking along partisan lines. In nominations of this nature, it will be very important if the House could have been bipartisan. The House should not be put in a situation in which we have to consider cases of this nature. We are having all rounds of choruses. It worries me when this august House with this depth of knowledge and experience, suddenly agrees on something completely without any divergent voice. view

I have already said that I have no difficult apologizing because I am quite confident in myself. So, I would not mind apologizing when I am wrong. I withdraw the words, “bickering wives”, just because it may have had connotations that distract us from the point I am trying to make. view
