Hon. Speaker, I have listened to my colleague whom I sit with in the Departmental Committee on Agriculture, Livestock and Cooperatives. I do not know the relevance of whatever he is trying to say to your ruling. After your ruling, he has nothing to offer to the House. Since he is now sober, he should be able to reason properly than do what he is doing now. Would I be in order to say that we listen to Hon. George Kaluma?

Thank you, Hon. Speaker, there is a very serious allegation which has been raised by Hon. (Maj.) Waluke on the Budget and Appropriations Committee Members having allocated themselves Kshs60 million. I seek some clarification from the Chairman whether this happened or not. This House needs an answer on that. We cannot just sweep it under the carpet.

Hon. Temporary Deputy Chairman, I want to disagree with the Leader of the Majority Party. The question is: Why do we vet officers here? We vet them to establish their integrity and fitness for certain positions. Vetting is either an endorsement or disapproval. Hon. Temporary Deputy Chairman, once somebody has been vetted for a certain office, for instance Principal Secretary we do not need that person to come here. I say so because this House has powers to recall any officer for re-vetting if there is any problem while on duty. We have powers to deal with any officer who ...

Thank you, Hon. Speaker. We adopted the report. As you know, reports from the committees do not come straight to this House. They have to pass through the Director of Committees and the Clerk’s Office before reaching here. The report will be tabled in this House in the course of this week.
