  • 27 Oct 2015 in National Assembly: Much obliged, Hon. Speaker. view
  • 7 Oct 2015 in National Assembly: Thank you, Hon. Deputy Speaker. Members should listen to me. I am a senior Member in this House and I deserve to be respected. I have listened to my colleagues and the issues they are raising are pertinent. However, I have a concern. Are these issues the ones we should be discussing now? The answer is no. These are issues we should have been taken to a Kamukunji . I have listened to them and it is about housekeeping. It is about us. It is not about somebody outside this Chamber. I want to plead with my colleagues that we ... view
  • 6 Aug 2015 in National Assembly: Thank you. Hon. Deputy Speaker. I have listened to the petition. It is not about discrimination on the basis of religion. If I listened carefully, it is about wearing of the turban. This goes back to the genesis of the uniform. It was about uniformity. The issue of what one should wear should not be free for all. I want to start with our own prayer. Our prayer does not take any direction. I think my opinion is, let us have uniformity in whatever we do. If one feels his or her daughter cannot go to a school where he ... view
  • 8 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I will raise two pertinent issues. Number one, this issue was supposed to be before the Departmental Committee on Labour and Social Welfare and not the Departmental Committee on Finance, Planning and Trade. The second issue I want to bring out is that what the Member is raising was before a Departmental Committee of the House and not in this House. In your ruling can you consider, also for future reference, whether any issue that arises out of a committee should be brought before this Chamber first or it should be taken to the Chairperson ... view
  • 30 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me take this opportunity to thank the Committee for the work well done. This Committee brings out two issues, one being encroachment on the forest. I hope the Committee has recommended that those who colluded to hive off part of the forest should be prosecuted. Secondly, those who have encroached on access roads should be followed up because that is criminal. They should also be prosecuted. view
  • 24 Jun 2015 in National Assembly: Thank you, Hon. Deputy Speaker. Let me first thank my colleague, Dr. Chris Wamalwa. I am rising to raise the same issue. The issue of ad hoc committees in the Tenth and Eleventh Parliaments was for purposes of issues that cut across; this particular one has a substantive committee on security in this House. There is no need, in my opinion, to come up with another committee, because it will undermine the other departmental committee’s investigations, unless we are saying that, that particular committee has failed to perform its duties. If there is such evidence, let it be produced in ... view
  • 23 Jun 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman for giving me this opportunity. I stand here to oppose this particular amendment. It talks of the right procedure. Before every issue that requires two-thirds majority is put to vote, the procedural way is that the House must ensure that we have more than two-thirds of Members in attendance. view
