Hon. Temporary Deputy Chairman, can I finish? I am trying to put across the point because I am an independent Member. Therefore, allow me to speak. I am very independent minded. The issue of you putting the matter to vote should not arise because even if the Nays have the day, it will still negate the whole process. We are not here to rubberstamp whatever is referred to this House. This thing should go back to the substantive Speaker to make a proper ruling on whether we should proceed or not.

Thank you, hon. Temporary Deputy Speaker. Allow me to also thank His Excellency the President for the Speech that he gave in this House on 26th March, 2015. Thank you, hon. Chairlady. In the Constitution, there is provision that people with disabilities should be given services like any other Kenyans. However, as my brother hon. Makali has put it, we can go ahead and pass this. But the implementation will be very hard because it calls for, at least, a cost on the part of the institution. We have a number of people with disabilities scattered all over the country. Thank you. Is the Member in order to bring an issue of a lady who decided to go to court instead of bringing her issues before the Committee? The lady he is referring to decided to go to court to sue the Chair and we could not entertain her evidence because they belong to a different jurisdiction. Thank you.

I want to agree with you that, that is the position. We unanimously agreed that the Chairperson of the Committee signs the minutes on behalf of the Members present and also indicate clearly that those of us who were present had unanimously adopted the Report. Those who were not there, we said it is up to them to follow up and find out whether they were in favour or against the adoption of that particular Report.
