Thank you, hon. Temporary Deputy Chairman. Whereas my colleagues seem to agree with (c), I have a problem with (c). I do not think the Speaker of the National Assembly and the Speaker of the Senate are at par. In the pecking order, the Speaker of the National Assembly comes first. He is in charge. He is third in the pecking order. I want to beg that the Mover of this Bill rethinks that pecking order.

Let me thank you for your ruling, but that particular Standing Order does not mention the position of independent candidates and non-parliamentary political party members. Thank you, hon. Speaker. I have a lot of respect for my neighbour, Dr. Eseli. I have listened to him, but is it in order for him to begin discussing the amendments? We are only saying that this is a procedural issue and then we can discuss later whether we want to make any changes.

Thank you, hon. Temporary Deputy Chairman. I want to plead with the Chairlady to explain the import of that amendment because I do not have the original Bill here with me. Just saying that clause 14 be amended as per the Order Paper will not inform hon. Members what is happening on this particular Bill.

Thank you, hon. Temporary Deputy Chairman. You remember initially the Chair of this Committee proposed that the Bill be amended as per the Order Paper. When I rose to inquire as to what the import was, she now changes her mind and says she is dropping the amendment. This is creating a lot of confusion. What was actually the intention of coming up with this? She is not explaining what informed the introduction of this amendment and why she has changed her mind. Is she changing her mind because I rose to seek the import of the same?

Hon. Speaker, the land in question is well known to me. I know Kitale very well; it borders my constituency. I am shocked that what is being bought is an old building which stands on about three acres of land; as you know land is not scarce in Trans Nzoia. I am wondering why the county government of Trans Nzoia went ahead to spend such a colossal amount of money to purchase that land.
