Hon. Deputy Speaker, I appreciate the issues being raised by my colleagues on the other side, but looking at the Order Paper, the report in question is not the business of the day. Why can our colleagues not wait until that report is presented before this House for them to raise those issues? Why are they anticipating debate on that report?

Hon. Temporary Deputy Speaker, let me appreciate the answer given by the Chairperson. However, it is not in doubt that health services have been devolved but my question is this: Did the Committee interrogate the Cabinet Secretary on the issue of projects that have been completed but not handed over by the contractors because of non-payment? I am asking this because the contract which was entered into before the construction was between the national Government and the contractors and not the county governments. As such, this could not have been devolved to the county governments. So, could he clarify whether ...

Hon. Deputy Speaker, I have listened to the response given to the Statement sought by my brother, hon. Nakuleu. I am shocked that the same question was referred to the same people whom the hon. Member was complaining about. Could the Chairman of the Departmental Committee on Administration and National Security consider talking to the Cabinet Secretary (CS), Interior and Coordination of National Government and other security agents to ensure that when a complaint is raised against officers in a particular area, the same officers are not allowed to investigate themselves so that we get the correct position on some ...

Thank you, hon. Speaker. Trans Nzoia County neighbours my constituency and most of the people who have settled there are from my community. The clarification that I am seeking is this: Can the Chair tell us whether the Settlement Fund Trustees (SFT) which is supposed to be purchasing land has been devolved to the county? This is because what he has said is that data has to be collected by the county governments. Is it the county government to purchase land or is it the national Government?

had very good intentions. But looking at this Bill, which is an amendment Bill of an existing principal Act on fertilizer, it is proposing that we come up with a board. Boards have been known in this country to fail farmers, for example, the Sugar Board.
