  • 5 Aug 2021 in National Assembly: (ii) Could the Cabinet Secretary also explain how all the 143,340 students who attained grade C+ (plus) and above in the examinations will be placed for admissions into universities and provide the funding capacity of the Higher Education Loans Board (HELB) to fund the said students? (iii) Could the Cabinet Secretary provide the breakdown of the financial capitation for over 572,113 students who scored below grade C (plain) and may opt to join other institutions of learning such as the Technical and Vocational Education Training (TVET) Institutions? view
  • 30 Jun 2021 in National Assembly: Thank you, Hon. Deputy Speaker for giving me a chance to speak to this Bill; the Impeachment Procedure Bill (Senate Bill No. 15 of 2018). It was long overdue for this Bill to be brought on the Floor of this House because many of the governors have suffered innocently. They have been impeached when the laws had not been put in place. The Bill will bring changes in the county government and even in impeachment of the President, Deputy President and Cabinet Secretaries. I know to impeach the President is not easy, this has mostly affected the governors. For instance, ... view

  • 16 Jun 2021 in National Assembly: I came late, Hon. Temporary Deputy Speaker. Thank you for giving me a chance to contribute to this Bill. My observation is that we were happy with devolution and hopeful county governments were going to help this country because money was going to be devolved to mashinani . But it is like we devolved money for people to eat, because people are crying all over the 47 county governments about corruption. The structures for the money to the county governments have not been there. People in the National Treasury put structures for the NG-CDF. Initially when the CDF started, Members ... view
  • 15 Jun 2021 in National Assembly: Hon. Speaker, I rise to ask the Cabinet Secretary for Agriculture, Livestock and Fisheries the following Question. (i) What incentives has the Government provided to farmers to enable them take advantage of opportunities for free market access granted by countries such as South Korea for the export of farm produce, including green bananas and broccoli where the two crops are on high demand? (ii) What steps is the Ministry taking to ensure that farmers throughout the country are able to access quality standardisation and other requirements for agricultural produce to access the export market? (iii) Could the Ministry consider undertaking ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker, for giving me a chance to also pass my condolences to the family of the late Hon. Jakoyo Midiwo. I knew the Hon. Jakoyo Midiwo in the 11th Parliament. He was a forthright Member of Parliament. He was very versatile when he was on the Floor of the House. Hon. Jakoyo was friendly to all Members of Parliament during his time as a Member of Parliament. He was a team player and he would share his thoughts with others like us during that time when we were still young in this House. So, this nation has ... view
  • 13 May 2021 in National Assembly: Hon. Speaker, I rise to ask the Cabinet Secretary for Education the following Question: (i) Could the Cabinet Secretary explain the measures being put in place to mitigate challenges faced by public universities in the country due to inadequate funding which has led to among other concerns, increased debts, failure to remit statutory dues from employees’ deductions and failure to meet other financial obligations? (ii) Could the Cabinet Secretary also explain the continued funding of students in private universities at the expense of the existing public universities? view

  • 11 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the amendment by Hon. Baya. The coastal region does not have many agriculture-based parastatals. There are only two crops which he has mentioned that, as a House, we need to capture. I am not supporting the amendment because the two crops are in the coastal region, but because we need to support the efforts of the people of the coastal region. I support the amendment. view
  • 11 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Bill by Hon. Kaluma because it affects us as Members of Parliament and the country as a whole. Marriage is very vital to everybody. For many years, many families have been affected because of property wars. There are people out there who are out to take over other people’s property. Love is always blind. Somebody can make love and then his or her property goes. The family and especially children are left without anything. So this Bill is very important to us. I can use my own example. I ... view
