Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill on the Institute of Directors of Kenya that will train on management, for directors in any institution. I want to thank Hon. Wamalwa for bringing it. Directors of any institution, be it a company or a parastatal, are important. Hon. Temporary Deputy Speaker, from the outset, I oppose this Bill. We need to say enough is enough in this country. Elections have caused deaths of innocent children who were not supposed to die. Because of bad governance, elections and people with interests, we lost so many people in 2007 and partly in 2017. We will not impress some people by saying that we need to increase the selection panel from nine to 11 yet we are talking about reducing the wage bill. Hon. Temporary Deputy Speaker, I am opposing this Bill because we have lost so many Kenyans. People have interests in the IEBC. Every time we have elections, we nominate new commissioners to the IEBC. This country has a finance problem. To the Punguza Mizigo, we need to limit the number of the commissioners and the selection panel. For example, the Committee has proposed to increase the number of the selection panel from nine to 11 without giving a proper reason.
