Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to contribute on this IPU meeting Report. This is a very important forum for Parliament. If all of us go with the good heart and spirit of Kenyan parliamentarians, we can make a change in a meeting like this one.Kenya used to be a country of peace during those past years. I am speaking as a former member of the national security forces in this country. We were known for peace until 2007 when the clashes occurred. That is when our country was divided. As Members of Parliament, when ...

We need unity even as we plan to go out to wherever because our country is still divided. This has taken long. It is now almost six or seven months after elections. When we go to a meeting like the IPU in any country, we need to speak a language that can promote this country. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor.

Thank you very much, Hon. Speaker, for giving me this chance. I rise to second the Motion. I have known Mr. Kihalangwa for many years. I also served under him. He is a very strict person. I worked with him for 15 years. He is a no-nonsense man and he likes his work.

He appeared before our Committee and his curriculum vitae spoke for itself. This is a man who can deliver quality service in his work in this country as a Principal Secretary. The President appointed him as the Principal Secretary for the State Department for Immigration, Border Control and Registration of persons. I am sure Mr. Kihalangwa will perform. When we perused his documents, we saw that he has done so many courses. We are satisfied as the Departmental Committee on Administration and National Security that he will deliver. He is a man of passion. As we went through with our ...

Thank you very much, Hon. Speaker for also giving me a chance to speak. My colleague has come up with something that is really shocking. He is an architect and has served in the Government as an architect. I was also going to support this Bill but according to the architect Member of Parliament of this House who has opposed the Bill with reasons given to this House, we better check if the Bill is correct and if the drafters are correct or they are cheating us. We have had a lot of problems in this country where many people ...
