The governors have taken advantage because the MCAs do not know what they should be doing. In many counties, the governors have been misusing money. If it was read the First Time in 2014, why did it not come to this House for discussion so that it could get presidential assent? Did the Senators sit on it intentionally? It is a good Bill and I support it as it is although it has delayed. Farmers in this country have really suffered. This is the time for the Government to come out clearly on the issue of not only sugarcane farmers but all the farmers in this country, be it maize, sugarcane, coffee, pyrethrum or tea farmers. I rise to oppose the building of the second terminal by the Kenya Ports Authority (KPA). It is a good idea but at a wrong time because the economy of this country at the moment is not very sound. Madam Lucy Kibaki, who was our First Lady, was a lady of courage, as many Members of Parliament have expressed. When the announcement of her death came, I thought about how she invaded a national media house. If she did not have courage, she would not have done so. This is a lady of courage. Let us go the way this country has been operating. If you wish to apply for a firearm licence, you will be vetted. We cannot just give firearms to watchmen. We are driving this country into problems. The money allocated to the Ministry of Commerce, Tourism and East Africa Region to attract tourists to come to this country should partly go the Ministry of Sports, Culture and Arts because the sportsmen and women, athletes and rugby players are selling the name of this country.
