THAT, aware that the Kenya Police Service spends considerable resources on the training of police officers in all cadres; further aware that many of the police detectives are hired by other Government and private institutions as soon as they acquire their necessary expertise and experience; deeply concerned that, that results in delayed and botched investigations and failed conclusion of critical prosecutions plus a high number of acquittals due to perennial shortage of the specialized officers in critical departments such as ballistics, forensics, document examinations, fraud detection, money laundering, trans-national crimes and cyber crime; cognizant of the fact that private employers ...

Thank you very much, for giving me this chance. Let me start by thanking the President for the sentiments that he expressed yesterday, and I agree with him. He should put in more effort. He is the President of this country and he should not fear giving commands because he is the Commander-in-Chief of the Kenya Defence Forces. His father was like a lion! Refugees are the ones who are causing a lot of problems in this country. Kenya should not host refugees forever. There are many other countries where they can be taken to. We have hosted them long enough. Time has come for the United Nations High Commissioner for Refugees (UNHCR) to relocate the refugees to another country, so that we can have peace. Thank you very much.

Thank you very much, hon. Temporary Deputy Speaker, for giving me this chance. Let me thank hon. Amina for bringing this very important Bill. Water is life for human beings and also for animals. It shows that hon. Amina is a very serious Chairperson of her Committee. Yesterday, when I went through the Mining Bill, I was impressed with what that Committee is doing. Other committee chairs should learn from hon. Amina Abdalla, because she is ever serious with her work, as the Chair of that Committee.
