Thank you, Mr. Temporary Speaker, Sir. That is very refreshing news. Mining for us is almost what we rely on, to create wealth. If it is lifted, I would be extremely happy because our people can go back to mining and raise revenue for the Government. We can get more money in terms of grants that come from minerals. Since we have started getting royalties from minerals, we are also awaiting royalties from the vast land that is hosting the Tsavo conservation area. Thank you, Mr. Speaker, Sir, for this opportunity to contribute to this Communication from the Chair. This was my first experience to go to Turkana and we learnt a lot. This year the Senate Mashinani took place in Turkana and we had the opportunity to meet the County’s committees. In my Committee on Education, we learnt a lot especially on vocational training, but the challenges are still there.

Mr. Speaker, Sir, each of the eight sub-counties has one Vocational Training Centre (VTC), but most of them have no workshops or laboratories. I was wondering how learners can learn skills without laboratories. I would not have known these things if I was sitting here in the Senate. Mashinani is something that we should do more. Instead of doing it once a year, we should increase it to twice a year because that way, we can cover as many counties as possible. We were misunderstood when we went there because the residents of Turkana asserted that we interact with them. We were there to interact with the committees of the County Assembly for them to learn. However, we can go there the next time to campaign with the Senator for Turkana because this time we had not gone to meet with the people, but for the Senate Mashinani. Mr. Speaker, Sir, if there were petitions that were to be canvassed then maybe, we would have met more people in Turkana. Thank you, Mr. Deputy Speaker, Sir, for this opportunity to contribute to the Facility Improvement Finance Bill. For starters, I am a strong proponent and supporter of devolution of health services. Before devolution most of the hospitals were in very deplorable conditions. However, after devolution, we have seen improvement in provision of health services, though we are not there yet. This Bill provides a mechanism for connection, retention, and management of funds. However, in the formula we are using now, the parameter is no longer there. We encourage the House to pass this Bill because it will be an incentive for hospitals to improve the medical services, so that more people can come to hospitals and hospitals can collect more money.
