It is true that in the last one month, there has been a stalemate between the county executive and the county assembly. The leadership of the county assembly adopted shuttle diplomacy. They moved to Nairobi, Elgeyo- Marakwet and other areas. However, I am happy that we are trying to find ways to solve the crisis. I do not support employment by the Government through contractual means because there are so many demerits that come with such employment.   • 1 Aug 2019 in Senate: Madam Temporary Speaker, when you are employed and your contract ends, it then becomes very difficult to get another job. So, you are not assured of your future. Secondly, the Government uses a lot money in training the people who work for it. It is, therefore, irrational for the Government to use a lot of money to train staff and then let them go after three to four years. Thirdly, when you employ somebody, they grow through the job.   • 16 Jul 2019 in Senate: the chairperson could highlight it as challenge because the Public Finance Management (PFM) Act, indicates that County Assemblies should get 7 per cent. However, County Assembly Allocation Act (CARA) has a different ceiling that is over and above 7 per cent. We need clarification, so that when governors come and they are told by CPAIC that they are actually giving more to the county assemblies than as outlined in PFM Act, then, we are very clear. That is a challenge that requires some conversation. view
