Mr. Temporary Speaker, Sir, I want to put the record straight because I am a Member of the Joint committee. The meetings that have been taking place but have never been chaired by Sen. Kivuti, but by Sen. Orengo. When Sen. Kivuti attended the last meeting, he was an interested party. His deliberations were based on the positions that he believed in and the group he was representing. Therefore, I concur with Sen. The Chairperson should try as much as possible to consult with the Cabinet Secretary and come out clearly to state why governors are diverting money, which is transferred by the National Treasury, to different banks accounts. For example, Machakos County has five accounts in Chase Bank; Kisii County has more than six counties and Nyandarua has got more than seven bank accounts. Why does the National Treasury allow this?
