On a point of order, Madam Temporary Speaker. Are the Senators who stood up here on points of order in order to tell this honourable House that the crimes that were committed by people who were given the mandate by Kenyans to protect them, cannot be talked about or mentioned? The Constitution that we have today gives us the freedom of speech. It must be noted that the first President, the second President and the third President are the owners of the biggest chunks of land in this The electronic version of the Senate Hansard Report is for information purposes ...

Thank you, Mr. Speaker, Sir. I thought it was important for me to stand just to clarify one of the issues that was raised by Sen. Sang. Mr. Speaker, Sir, this list originated from the Minority Whip and it was considered very carefully. Sen. Boy Juma Boy has been given a position in the Committee of Education in an acting capacity, a position that was occupied by the late Sen. Mutula Kilonzo. So, fairly and with great consideration, this list was considered and worked on. Every Committee member has been taken care of. Thank you very much, Mr. Speaker, Sir. ...

On a point of order, Mr. Speaker, Sir. As much as Sen. (Dr.) Khalwale has experience in the House, Sen. Musila made it very clear that he invites Senators to make amendments on this Motion. That will come during the debate. So, Senators can bring in amendments before it is passed. Therefore, to start saying that it should be debated or not to be allowed to go on, is not in order. Is he in order when he is very much aware that amendments can be brought in during the debate of this Motion?

Bi.

Mr. Speaker, Sir, from the Statement that was given by my colleague, Sen. Haji, he indicated that this trip was to serve the country. When the Deputy President came back, there was no statement whatsoever that was made by him to explain to Kenyans where he was and what he achieved for this country. Secondly, Sen. Haji tried to prove the cost of the private jet. It was very clear that, that private jet was not just paid for one trip. It was paid for a whole year. The cost that was given was only 25 per cent or a ...

Mr. Speaker, Sir, what came out in Addis Ababa had absolutely nothing to do with this country, but the ICC issue. Let him clarify that.

Madam Temporary Speaker, Sir, I want to start by saying that I agree with those who have contributed before me. I just want to look at the Constitution and see what it tells me when it comes to the issue of allocation of funds. Article 96(3) says that the Senate determines the allocation of national revenue among counties as provided for in Article 217 and exercises oversight over national revenue allocated to the county governments. I just want to contain myself within this Article. The shareable total revenue in our country is Kshs920.4 billion. Out of this, what was proposed ...

Mr. Speaker, Sir, the issue that was raised by Sen. (Dr). Khalwale is not directed in any direction. He used the word “whether” and he was seeking clarification. We must behave in a manner to suggest that we are here to represent the interests of Kenyans. One of the issues we should undertake is to ask that some matters be clarified. Mr. Speaker, Sir, you were in the Tenth Parliament when the former Vice President undertook the same mission. He was asked about the matter and even about the money he had spent on the mission. We insist and I ...
