  • 17 Oct 2018 in National Assembly: We need land for colleges that are coming up in our constituencies. The other day, our County Woman Representative and governor had to look for land to build a rehabilitation centre. The Government should come up with a policy as to where we should put up all these - the technical training institutes that are coming up. Most time, this burden is given to the NG-CDF and the money is not increasing. We need a policy where the Government should add more money so that we can acquire land on need basis. So, an audit is necessary and that is ... view

  • 11 Oct 2018 in National Assembly: God is good because you have given me a chance. First of all, I want to condone with the families who have lost their loved ones. Road carnage is a big problem. I come from a constituency that has a road passing in the middle. We always have major road accidents in Kimende and the same happened in Kericho. First of all, let me look at human habits. We find drivers driving at night while they are very tired or drunk. So, we should condemn all these bad habits which Kenyans are doing causing road carnage. I also want to ... view
  • 11 Oct 2018 in National Assembly: States of America, the main highways are always dual carriageways. This eliminates head on collisions. Most of the accidents happen when a driver sleeps a bit and finds a truck ahead, then he tends to swerve and finds himself in a ditch. We should encourage the Government to fast- track the construction of dual carriages. They should fund dual carriages from Mombasa to Kisumu and Nyeri through Kericho. All major highways should be dual carriage. The Government should install lighting systems in all our major highways like the ones we have along Uhuru Highway. This will reduce accidents by a ... view

  • 24 Jul 2018 in National Assembly: Hon. Temporary Deputy Chairlady, I want to add on that. Initially, we wanted the directors and employees of a company to be liable for the corporate offences or infringement that they may incur. So, the investigative agencies will go all the way to the directors and employees who are responsible for the infringement. view

  • 24 Jul 2018 in National Assembly: Hon. Temporary Deputy Chairlady, let me react to Hon. Shamalla. In this clause, we are talking more about the directors. Most of them being artistes, we noted that most of them do not have degree certificates. But there is a missing link for the CEO. We need to set qualifications for him or her to have a degree certificate. So, let the Chairman confirm from his papers and let us know. view
  • 24 Jul 2018 in National Assembly: To expound more on Clause 25, it mainly takes care of the many collective management organisations who have many artistes. Recently, a judgment was made in court about a collective management organisation called the Music Publishers Association of Kenya (MPAKE) and another one called the Copyright Music Society of Kenya, which was collecting revenue. The clause is purely to protect the artistes and prevent their revenue from being mishandled. The clause says that an audit can be made instantly by the Kenya Copyright Board. In the proposed new section, the Executive Director of the Kenya Copyright Board may inspect any ... view
