Clause 52 was providing the phasing out of contribution by members of staff who were previously working for the national Government and were transferred to the county government. Therefore, it was phasing out to give them some advantage. We found that this was discriminatory and we are proposing to delete it so that everyone contributes in the same manner regardless of whether you were transferred from the national Government, you were newly employed or you were in the county council. view

Chairman, I beg to move: THAT, the Bill be amended in Clause 53 by inserting the following sub-section immediately after subsection (2)- (3) The LAPTRUST (Umbrella) Retirement Fund Trust Deed and Rules registered under the Retirement Benefits Authority Act are revoked. The new scheme will be the only one running but after five years, all of them will be closed and they will be managed by the transition clause, which we will look at later when we consider New Clause 54A. view
