  • 15 Jun 2016 in National Assembly: Thank you, Hon. Speaker. Before I speak on this issue, allow me to mention something about what you said. There is a very fundamental issue. You talked about whether a money Bill can be amended on the Floor of the House. Something happened on Tuesday. Two amendments were passed on this Report. It went through the Floor of the House without passing through the Budget and Appropriations Committee. I seek your guidance whether we are able to The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the ... view
  • 15 Jun 2016 in National Assembly: make a re-committal, so that we make it compliant. One of them is the relocation of Kshs300 million from energy to education. It did not pass through the Budget and Appropriations Committee. I seek your guidance on that. On the issue of paying pending bills, I wish to urge this House to consider all the issues before this House very objectively. When we talk of paying for a mall, we are misleading the public that we are paying for something which belongs to the private sector. When we talk about the LBDA, it is a parastatal which is more Government ... view
  • 15 Jun 2016 in National Assembly: I want to urge my colleagues to debate the issue from an informed point of view and get all the details. Let us not argue about the mall. Let us argue about bailing out an Authority which belongs to the Government of Kenya. I beg to support this amendment because if it is meant to bail out an Authority and prevent it from losing the mall, let it be. If it is going to raise an Appropriations-In-Aid for the Government, the Authority will repay the loan over time instead of leaving it to be sold. view

  • 13 Apr 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I also rise to support this very important Bill. The entrepreneurs of this country have been discouraged for a long time. Every time you want to borrow money, the first thing you do is that you will be given hope which is normally false. You will be given goodies by banks which will give you loans and all sorts of things but there are many hidden costs. Other than the high interest rates which in most cases they do not disclose, there are many hidden charges which discourage people. You will find somebody borrowing Kshs50,000 ... view
  • 13 Apr 2016 in National Assembly: saying; that we liberalise. It depends on the development level of the country. Therefore, if we continue saying that we should leave everything free, we are going to fleece our people. It is unreasonable for banks to behave like cartels who agree on what to do to ensure that they fleece Kenyans. They give you a lot of hope where there is no hope. In fact, we need to tell Kenyans to be very careful when they are putting their money in banks. You also need to be very careful in terms of negotiating for your interest rates. How come ... view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Speaker. Before I contribute, I wish to remind the Hon. Member who has just spoken from Kathiani that we are only aware of two retired Presidents. They are Moi and Mwai Kibaki. If, indeed, Raila Odinga and Kalonzo have retired, then we do not understand why there is opposition. They should appoint another candidate from the CORD side to vie in 2017, instead of asking for their retirement benefits and at the same time campaigning for the seat. Having said that, I wish to state that--- view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Speaker. You know the truth is always bitter but let us stick to it. The fact is that all of us know that there will be no Government which will go down in history for having implemented many projects especially in the rural areas. Looking at the rural areas especially where I come from, I am aware that even in the opposition areas, the roads, which have never been done since God created this world now, have murram. At least, Wanjiku, Atieno and Chebet wherever they are have seen a road they never thought of seeing before ... view
  • 13 Apr 2016 in National Assembly: I am aware that in my constituency alone there are areas where people are currently using a road which has murram, leave alone tarmac. These areas are Tendeno, Kiplokyi, Ewat, Kabisoi, Tilolwet, Mugut, Kipengwe, Kichawir, Kamachungwa, Lemotit, Kisabo, Kimaut, Kimugul, Kiletyen, Kisabu, Ng’atumek and Kiprengwe. I am also sure that Wajir, Homa Bay and Teso have seen roads done for the first time by the Jubilee Government. Therefore, it is totally misleading to tell the whole world that nothing is happening. Let us call a spade a spade. This is the only Government that will go down in history for ... view
  • 24 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I wish to support this important Bill and state that the Public Accounts Committee has done a commendable job. Three years back, the shareable revenue was based on audited accounts of eight years ago. Now, the basis is on the 2013/2014 Financial Year, which is actually very current. Therefore, it is important to inform the country that the National Assembly has done a wonderful job in the last three years by auditing accounts dating back to eight years. That means two Parliaments did not do their job. Therefore, we should say thumbs up to ... view
